We are currently seeking qualified candidates for the position of a Business Analyst with RFP Tracking experience. The Business Analyst must be able to co-ordinate define a business problem, gather and document requirements, determine a business solution, and verify that the solution meets the requirements. If a technology solution is needed, the analyst works with technical staff to design the technical solution. In addition, the BA should also coordinate with Procurement and other groups to ensure smooth flow of the RFP process. It involves coordinating with Project Manager, notifying deadlines, sending reminders reporting on status on a weekly basis and continuously finding ways to make the process more efficient.BA Primary Responsibilities:

  • Facilitate documentation of processes, and requirements.
  • Participate in requirements gathering/JAD sessions, working closely with Project Manager(s), SME's, Vendor, Programmers and Business Users.
  • Troubleshooting report issues as problems arise.
  • Working with project community and vendors to meet implementation timeline.
  • Coordinate support activity for tools used by PMO.
  • Demonstrating a high level of working knowledge with IS methodologies and processes (i.e., Project Life Cycle, System Development Life Cycle and IS Change Management process).
  • Participating in business requirement review, approval, and sign-off sessions.
  • Administering communication activities with end-user training for system implementation.
  • Identify project trends utilizing real data, compile analysis reports delivered to developers and then follow-up on all results.
  • Perform data quality reviews to onboard Reporting Facilities to Production and report any pending issues to the KY Healthcare Information Exchange.
  • Help with process improvement, Client issues and deliver better value.
  • Effectively communicating insights and plans to cross-functional team members and management.
  • Ensuring solutions meet business needs and requirements.
RFP Coordinator Primary Responsibilities:
  • Coordinate responses to project questions and work with Financial Group, Agency Budget Officers, and with Budget Officers from the Secretary's Office.
  • Generate purchase request in Procurement, Payables, Asset Tracking (PPATS) system and make needed updates.
  • Communicate regularly with the Department of Procurement and Grant Oversight (DPGO) Coordinator and RFP PM to monitor the RFP SharePoint tracking system.
  • Conduct regular meetings with RFP PM to resolve obstacles and ensure deadlines are met.
  • Follow the project schedule created by the RFP PM and review for any recommended adjustments based on DPGO completing timelines and projects and/or RFP process updates known.
  • Advise DPGO of team members that need to sign Non-Disclosure Agreements.
  • Maintain and update the RFP SharePoint tracking Log.
Basic Qualifications:
  • 3+ years working in a Business Analyst position including experience defining business problems, gathering and documenting requirements, determining business solutions and verifying solutions meet requirements.
  • 1+ years working experience with Request for Proposals
Preferred Qualifications:
  • Strong understanding of SDLC methodology.
  • Bachelor's degree, or equivalent combination of recent, relevant work experience.
  • Proficient in Microsoft Product Suites (Word, Excel, PowerPoint and Visio).
  • Ability to handle large workloads with general direction.
  • Relationship management and facilitation skills.
  • Possess strong written and verbal communication skills.
  • Proficient problem-solving skills.
  • Strong decision-making ability.
  • Must be adaptable to change in a fast-paced environment.
  • Must be detail oriented.
  • Must be self-motivated and able to work independently and in conjunction with team members.
  • Maintain confidentiality and exercise discretion is essential.
