This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Integrated Operations Division (IOD)

. Responsibilities The primary purpose of the position is to serve as the Chemical Security Inspector. CISA's Integrated Operations Division (IOD) is the hub for staying on top of threats and emerging risks to our nation's critical infrastructure, whether they're of cyber, communications or physical origin. The primary purpose of the position is to serve as a Chemical Security Inspector. Typical work assignments include:
  • Functioning as a regional POC to chemical industry private sector officials, emergency response teams and law enforcement officials.
  • Providing specific detailed and accurate chemical facility inspection data for inclusion into reports and briefings to aid in supporting possible preventative, corrective and/or administrative action.
  • Planning, coordinating, assisting and conducing on- site physical inspections/audits, documentary and data reviews, personnel interviews, incident investigations and site vulnerability analysis of chemical facilities.
  • Leading in the production of field reports and briefings following inspections, compliance assistance visits, incident investigations and other events.
  • Identifying potential areas/processes of compliance vulnerability and risk; developing/implementing corrective action plans for resolution of problematic issues and providing general guidance on how to avoid or deal with similar situations in the future.

Qualifications You may qualify for the GS-12 grade level, if you possess at least one year of specialized experience equivalent to the GS-11 grade level performing the following duties:
  • Planning, organizing, and conducting inspections and audits of critical assets and facilities in order to develop measures designed to enhance overall infrastructure security;
  • Establishing and maintaining effective relationships with representatives of other federal agencies, state, local and tribal government officials, and other internal and external officials;
  • Preparing and presenting reports, briefings, and other materials to senior managers, and advising team members and facility representatives on new developments and advances in security techniques and procedures; and
  • Emergency preparedness exercise methodologies and their applicability to facility validation of site Security plans, contingency plans and integrations with internal and external emergency services plans as well as adjacent facility or other infrastructure contingency plans.
  • You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following duties:
  • Reviewing and analyzing complex physical, personnel, information and cyber security processes and procedures for securing infrastructure;
  • Determining if the security countermeasures perform as claimed and whether that performance meets the standards;
  • Technical authority in advising infrastructure/asset owners and operators as well as federal, state, local and tribal public safety officials on methods to improve security plans, processes and procedures in order to reduce risk; and
  • Analyzing and evaluating organization programs, missions, and functions as it relates to security, infrastructure protection, information security, intelligence and law enforcement.
  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Promotion Potential: The full performance level of this position is GS-13. This is a non-supervisory position.
