Responsible for accomplishing and directing military personnel

management functions.

Provide guidance and assistance on personnel matters to

subordinate elements of the Command.

Responsible for coordinating civilian personnel matters with the

command.

Initiate and recommend action to implement programs designed to

provide optimum manning and personnel support to the command.

Serve as a technical advisor to the Commander and staff on

personnel programs.

Provide assistance to subordinate units on military personnel

matters and make periodic, special visits and inspections.

Maintain liaison with higher headquarters on matters relating to

administrative functions.

Review personnel action requests submitted to insure compliance

with policies and regulations.

Coordinate civilian personnel matters, prepare statistical

reports on civilian personnel.

Assist subordinate units as necessary with the Civilian

Personnel Office.

Coordinate training requirements of civilian employees and acts

as liaison for the employee, when needed.

Review and interpret regulations, directives, and reports

pertinent to military personnel functions.

Review incoming regulations and prepares written instructions

relating to administration of military personnel programs,

functions, and procedures.

Develop command budgetary input relative to military personnel

administration operations.

includes providing technical advice on a wide variety of military

human resources management programs such as strength management,

personnel readiness, retention, replacement operations, awards,

records management, evaluations, accessions, separations, personnel

actions and other military human resources management programs. This

definition of specialized experience is typical of work performed at

the second lower grade/level position in the federal service

(GS-09).OREducation: Ph.D. or equivalent doctoral degree or e full years of

progressively higher level graduate education leading to such a

degree in a field which demonstrates the knowledge, skills, and

abilities necessary to do the work of the position, such as such as

Human Resource Management or Business Administration.ORCombination of Education and Experience: A combination of education

and experience may be used to qualify for this position as long as

the computed percentage of the requirements is at least 100%. To

compute the percentage of the requirements, divide your total months

of experience by 12. Then divide the total number of completed

graduate semester hours (or equivalent) beyond the second year

(total graduate semester hours minus 36) by 18. Add the two

percentages.You will be evaluated on the basis of your level of competency in

This position is a term position and may be extended up to a

maximum of six years.

This position may be converted to permanent career or

career-conditional appointment without further competition as

long as all requirements are met. To be eligible for conversion,

employee must complete at least 2 years of current continuous

service under a term appointment in the competitive service AND

employee must have a current performance rating under such term

appointment of at least fully successful or equivalent.
