Services Independent Verification and Validation (IV&V) Project Specific Requirements
  • Required:
    • Minimum of 3 years of related IV&V experience
    • Minimum of 3 years of related project oversight/management experience
    • Experience on at least one previous project involving government benefit eligibility systems
    • Ability to interface with executive sponsors, IT resources, management teams, and stakeholders on a regular basis to interview and gather information and data to support analysis
    • Strong analytical skills
    • Excellent verbal and writing skills
    • Bachelor's Degree from an accredited college or university; experience may be substituted for education
    • Proficiency in Microsoft programs such as Word, Excel, PowerPoint and Project
  • Preferred
    • 5 years or more of related experience
    • Experience leading IV&V activities on an integrated eligibility system project
    • Experience in the Human/Social Services sector to include Program knowledge and experience
    • Large system and modular system design, development, and implementation experience
    • Strong IT background
    • PMP certification
Essential Duties and Responsibilities:
  • The IV&V Lead reports to the MAXIMUS Project Director
  • The IV&V Lead oversees the IV&V project activities that provide independent assessments of the system development/implementation/M&O project and its governance which includes:
    • Identifying risks and issues
    • Accessing causes of risk and issues
    • Providing actionable recommendations that can be used by the project team to resolve issues and avoid risks
    • Supporting required reporting to federal funding partner agencies
  • The IV&V Lead shall:
    • Coordinate IV&V activities
    • Determine in collaboration with IV&V team members the focus of data collection and analysis for monthly and quarterly reporting
    • Attend and observe project meetings to collect project information and data, understand project activities, and gain project insights
    • Interview State project and DDI contractor staff to collect project information and data, understand project activities, and gain project insights
    • Oversee and participate in the analysis of project information and data collected
    • Oversee and participate in the development of required project deliverables to include weekly, monthly and quarterly reports as well as reports required by federal funding partners in compliance with IV&V contract requirements
    • Present results of IV&V assessments to project stakeholders
    • Facilitate meetings or conference calls
    • Adhere to contract requirements and comply with all corporate policies and procedures.
  • As directed by the MAXIMUS Project Director, the IV&V Lead may lead special projects or initiatives
  • Perform other duties as assigned
Additional information below:
  • Start Date: Earliest 12/1 (according to RFP schedule), but we assume it will be later
  • Base contract is 1 year, there are 2 one-year options, so the length of the project could be from 1 – 3 years
  • Onsite Requirements: None are specified and we assume that initially, due to COVID there will be limited onsite activity. Assuming the current situation is resolved during the course of the project, we ideally would want our Lead to be local; however, I think we may be able to get away with partial onsite (like two weeks a month)
  • Work location (if onsite) would be Augusta ME.
