Hourly Rate: $668 W2; $78 CTC/1099 Job Description: MaineIT has been transitioning away from Progress RDBMS and Progress 4gl as a technology solution for more than a decade. As a result, there are very few qualified resources remaining in the organization and they are engaged on other support projects such as supporting the Worker's Compensation Board. This position also required in depth and detailed knowledge of the Quarterly Census of Employment and Wages (QCEW) program (including the ability to support a complex data migration from WIN-202 to QUEST), the ability and availability to support 14 states across both coasts (from Maine to Alaska) for operational needs, and the technical knowledge to establish secure remote connections to each of these states to provide remote support. This Programmer 5 position will work with the U.S. Bureau of Labor Statistics (BLS) and state labor market information agencies during a critical period of transition between statistical processing systems. Currently, 14 state labor market information agencies including the state of Maine use a statistical processing system called WIN-202 to import, edit, estimate and export employment and wage data based on employer quarterly tax filings. This Programmer 5 position will provide technical support to all states using WIN-202 to edit and aggregate employment and wage data by industry for statewide and sub state data production. The Programmer 5 will work to ensure that states are able to meet data deliverables to BLS. Qualified candidates for this position must be highly proficient in writing code in Progress 4GL. WIN-202 is scheduled to be replaced by federally managed statistical processing successor system called QUEST. Candidates must be knowledgeable of BLS data systems including WIN-202 and QUEST. Candidates must be proficient working with employer microdata for statistical purposes. The Programmer 5 will serve two roles to support labor market information agencies during this transition: offering technical support to WIN-202 states, to maintain and troubleshoot any technical problems in WIN-202 and offer technical support to WIN-202 states throughout the transition to QUEST from beta testing through full deployment. States are expected to continue to process and deliver data to BLS using WIN-202 throughout 2021 and 2022. States will begin transitioning from WIN-202 to QUEST in late 2021 and 2022. Technical support for WIN-202 will be required throughout 2022 and perhaps into 2023 at which point WIN-202 is scheduled to be retired. The Programmer 5 will work with state labor market information agencies to ensure that all necessary functionality and standardized reports run in WIN-202 will be maintained in the QUEST system.
