Title for this position: Progress ProgrammerOnsite: yes, REMOTE UNTIL SAFE RE-ENTRY. WILL NEED TO BE ONSITE WITH IN 2 WEEKS NOTICEDuration: 6+ months This position is located in Augusta, METhis Programmer position will work during a critical period of transition between statistical processing systems and will provide technical support.

  • Qualified candidates for this position must be highly proficient in writing code in Progress 4GL.
  • WIN-202 is scheduled to be replaced by federally managed statistical processing successor system called QUEST. Candidates must be knowledgeable of BLS data systems including WIN-202 and QUEST. Candidates must be proficient working with employer microdata for statistical purposes.
  • The Programmer will serve two roles to support labor market information agencies during this transition: offering technical support to WIN-202 states, to maintain and troubleshoot any technical problems in WIN-202 and offer technical support to WIN-202 states throughout the transition to QUEST from beta testing through full deployment.
  • States are expected to continue to process and deliver data to BLS using WIN-202 throughout 2021 and 2022.
  • States will begin transitioning from WIN-202 to QUEST in late 2021 and 2022. Technical support for WIN-202 will be required throughout 2022 and perhaps into 2023 at which point WIN-202 is scheduled to be retired.
  • The Programmer will work to ensure that all necessary functionality and standardized reports run in WIN-202 will be maintained in the QUEST system.
The Programmer 5 must have:
  • Proven track record of hands-on technical design and code work within large complex systems.
  • Proven hands-on technical work with a variety of technologies.
  • Demonstrated technical expertise integrating a variety of diverse technical environments and cross-platform technologies.
  • Proven experience mentoring and performing supervisory functions for technical teams.
  • Ability to make best practice recommendations based on past work.
  • Proven ability to present complex technical constructs to business and non-technical users.
  • Proven ability to collaborate with state/federal economic analysts and state/federal technical resources.
