Qualifications

Contract specific Qualifications:
  • Demonstrated experience and working knowledge of the Intelligence Community
  • Demonstrated negotiation, influencing, and conflict management skills; extensive experience resolving complex, cross-component and cross-program issues; extensive experience implementing highly visible
  • Familiarity with processes and methodologies to identify, hire, incentivize, train, and retain IC officers in high demand skills areas in the IC
  • Excellent oral and written communication skills and the ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups and large audiences);
  • Ability to balance competing work requirements to ensure that priorities and deadlines are met;
  • Excellent problem solving skills and ability to identify complex problems, develop a range of options, and offer preferred courses of action; and
  • Excellent interpersonal, organizational, and problem-solving skills, including ability to work effectively, both independently and in a team or collaborative environment, and sustain professional networks both internal and external to the ODNI.
  • Upskilling to support the development of methodology to identify, hire, incentivize, train, and retain IC officers in high demand skills areas in the IC
    • Evaluate internal and external data on existing methodologies and report findings
    • Support development of materials for distribution to recruiting officers to help them identify, recruit, and hire individuals in high demand skill areas Support the development of an IC wide training and testing curriculum for Al that leverages existing programs within and outside the IC
    • Support the implementation of IC-wide upskilling efforts to include developing materials, outreach, and distribution

    Mid-level qualifications:
      • Extensive knowledge of relevant government issues with at least ten (10) years of experience working on such issues within the IC, DoD and/or relevant stakeholder organizations;
      • Expert knowledge and first-hand experience working closely with national governance boards, committees, and working groups to advance intelligence and information sharing efforts
      • Advanced understanding of strategy and policy development, training, and project management best practices related to relevant government issues;
      • Excellent oral and written communication skills and the ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups and large audiences);
      • Advanced ability to balance competing work requirements to ensure that priorities and deadlines are met;
      • Excellent problem solving skills and ability to identify complex problems, develop a range of options, and offer preferred courses of action; and
      • Excellent interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively, both independently and in a team or collaborative environment, and sustain professional networks

Responsibilities

Contract specific duties:
  • Support the implementation of the Public-Private Talent Exchange pilots. Implementation ito include Private sector engagement to help clarify positions available and match candidates.
    • Outreach to IC elements to ensure transparency of nomination process for the pilots
    • Document the processes of pilot program participants (i.e. tracking progress on MOUs)
    • Organize and faciliate execution of pilot kick-offs
    • Track pilot progress and develop performance metrics against implementation plan
    • Develop lessons learned and recommendations
    • Periodically produce reports outlining these exchange programs, with attention to how the programs fit within the legislation
    • Update, distribute, and promote the Talent Exchange Playbook as developments merit changes
  • Support the development of methodology to identify, hire, incentivize, train, and retain IC officers in high demand skills areas in the IC
    • Evaluate internal and external data on existing methodologies and report findings
    • Support development of materials for distribution to recruiting officers to help them identify, recruit, and hire individuals in high demand skill areas Support the development of an IC wide training and testing curriculum for Al that leverages existing programs within and outside the IC
    • Support the implementation of IC-wide upskilling efforts to include developing materials, outreach, and distribution
