PURPOSE:

The Manager of Network Engineering Infrastructure is responsible for the design, availability, performance, security, capacity planning, and license management of the CareFirst Network Infrastructure. Candidate also requires understanding and oversight of multi-cloud(Azure/AWS) connectivity with primary and secondary data centers. Position requires the necessary experience and technical skills to oversee the installation, configuration and support of the network hardware, security and supporting software. It also requires understanding and oversight of multi-cloud connectivity with primary and secondary data centers.

The position requires strong verbal and written communication skills. Additionally, it requires strong budget skills to meticulously manage 5+ million-dollar budget. Candidate requires strong troubleshooting, project management, and effective communication skills to extend beyond the Server Infrastructure team to collaborate with other technical teams, clients and vendors on complex infrastructure designs and difficult troubleshooting. It also requires the ability to multi-task effectively, supporting multiple products, running projects, and troubleshooting seamlessly.

SCOPE DATA:
  • The Network Data Engineering infrastructure supports five thousand internal business clients, four million members, and sixty thousand providers across

    24 CareFirst locations
  • Manager will supervise teams of up to

    10 Associates and contractors.
  • Responsible for support of infrastructure used for business mission critical applications including Claims Processing, Enrollment, Financial and Portal websites and

    250+ other applications.
  • Manager is accountable for departmental results and ensuring

    99.99% availability for all systems,

    7x24x365. Manager is the point of on-call escalation and emergency support.
  • The CareFirst Network infrastructure consists of

    24 different locations (

    2 data center hubs and 20 remote branches)
  • Manages department budget of excess of

    $5 million, including shared infrastructure and regularly negotiates multi-million dollar contracts with large IT vendors.
  • The current Network Infrastructure environment consists of approximately:
    • 250 – Cisco Switches/Routers
    • 10 – F5 Load balancers
    • 750 – Cisco Wireless Access Points
    • 40 – VeloCloud SDWAN devices
    • 60 – Service provider circuits (Internet, MPLS and DWDM)
  • Accurately account for hardware and software licenses on many different hardware and software systems. There should be no material discrepancies during vendor software audits
  • Responsible for the enterprise’s cloud platforms and connectivity options. Includes AWS Direct Connect, Microsoft O365 and Azure ExpressRoute products
  • Responsible for the enterprise’s telephony networking connectivity platforms. Includes Verizon VoIP SIP trunking, Genesys Call Center and Unified Communications platforms such as Microsoft Teams, Skype for Business and Teams
  • Responsible for the network monitoring and troubleshooting products. Includes the following platforms: SolarWinds, AppNeta PathView, NetBrain, Opengear remote access, Netscout and Iota packet capture, IXIA IxChariot and packet broker taps.
  • Responsible for supporting the enterprise’s business resumption and disaster recovery strategies
  • Manage the SDWAN contract with the current Managed Service Provider (QOS Networks) and consultant (Chesapeake NetCraftsmen)
  • The Manager is also directly accountable for the professional well-being and development of associates within the section.

PRINCIPAL ACCOUNTABILITIES: Under the general direction of the Director, Cloud Engineering, the incumbent’s accountabilities include, but are not limited to, the following:

Provides technical leadership and oversight as required to ensure that all software or systems for which they are responsible are monitored and tuned to ensure acceptable levels of performance and resource utilization. Facilitate communication, troubleshooting and activities across different teams and platforms to ensure that all Carefirst systems are meeting targeting SLAs and performance expectations. Maintain excellent professional relationship with staff to provide leadership and coaching. The manager evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policy. Must also hire, motivate, coach, counsel and develop team members within the context of the corporate policies.

Responsibility for the organizational structure, processes, and staffing within the section to ensure that each is consistent with corporate initiatives and adequate to meet section goals. The manager understanding of Carefirst business aligns the team’s priorities accordingly. Manages the leadership and planning to ensure resources are utilized appropriately to meet the Division’s strategic objectives. Assigns responsibility and authority to appropriate staff within the team. Reviews staffing requirements within the team to ensure that each is consistent and adequate to meet department goals. Ensures that staff has appropriate tools and training. Ensure team is delivering excellent customer service to all groups that they interact with.

Creates and manages departmental budget. Provides required financial reports, financial forecasts and status reports as required. Manages and negotiates vendor contracts for software and hardware purchases up to ten million dollars.

Researches technical and theoretical developments in the field to ensure that customers are receiving the most effective support to meet their business objectives. Provides input to the development of corporate IT standards and policies to ensure compatibility and integration throughout the company. Approve/Manage subcontracting and vendor evaluation studies pertaining to the IT organization, IT Infrastructure and Architectures. Stays current in new IT technologies to maintain high level subject matter expertise.

Communicates with Directors and other Corporate management to plan and implement Division Strategic Objectives. The manager also communicates with other IT and client personnel as well as vendors, consultants, auditors, other Blue Cross and Blue Shield Plans, Blue Cross Blue Shield Association (BCBSA), the FEP Director’s Office (FEPDO), and the Office of Personnel Management (OPM) to coordinate and implement system projects and enhancements. Attend management sessions to ensure that the team’s operation and long-range goals are coordinated within the larger framework of department, divisional and corporate initiatives.

This position is subject to level 6C security requirements.

QUALIFICATION REQUIREMENTS:

Required: This position requires a bachelor’s degree and 8-10 years of experience in IT Operations or Systems Support, or total equivalent work experience. Candidate must show demonstrated success in management and leadership of highly technical teams. Proven ability to organize and manage multiple projects and to deliver projects on time and on budget. Requires excellent analytical and problem-solving skills required with multiple infrastructure groups. Needs experience in full life cycle project management. Position requires excellent interpersonal skills; Candidate must have excellent written and verbal communication skills.

Position requires experience with Network technology: LAN, WAN, SAN, switches, and routers. Must have at least 6-7 years managing a team that is responsibility for Corporate Network connectivity and security. Candidate needs experience managing, troubleshooting hardware/software problems. Experience managing circuit procurement and management with large Telecom provides. Requires experience managing cloud network connectivity. Implementation and management of SD-WAN. Experience using network monitoring tools i.e. Solarwinds, Appneta, DataDog, etc.

Preferred: Broad knowledge of CareFirst organization and operations. Experience with project management tools such as MS Project. Experience with best industry practices for project management (including resource estimating, tracking, metrics, gap analyses, and project mid-point reviews).
