Data Systems Analysts, Inc. is searching for a Knowledge Manager to support a Department of Defense customer located in Aberdeen, MD. Successful candidates shall provide experience with, and an ability to integrate and interoperate with, a wide range of applications and technologies from various sources across the Army and DOD enterprises. Accomplishes policy and programmatic development and analysis for Knowledge Management (KM). Performs comparative analyses of complex commercial and government-developed tools and methods. Utilizes pertinent statistical and modeling methods and tools. Translates management's needs into plans and strategies.

  • Analyzes policy and performance of initiatives as they relate to KM and information systems for consistency, standardization, integration, quality assurance, and compliance with the applicable operations improvement-related plans, policies, procedures, specifications, and standards. Identifies issues and obtains authoritative resolution of issues pertaining to conflicts among functional areas, technical areas, or organizations. Develops and appropriately staffs proposed directives, regulations, and procedural changes, and guides implementation actions.
  • Provides application and technology management to document, implement, train, monitor, and optimize business processes, and interfaces, including any dependencies among various systems into organizational solutions. Develops roadmaps and best practices for KM
  • The contractor shall support the design of new solutions to deliver capabilities meeting business functional requirements and improve integration and data flows, to include development of information flow models across functional domains and coordination with KM to support activities, technical analysis, and dissemination of content.
  • Briefs and educates leaders, managers, technical experts and functional executives as to the merits of innovative KM, technological and information system initiatives.
  • Applies technology, designs and manages web/SHAREPOINT sites and employ other innovative KM techniques to solve problems and provide solutions to achieve maximum productivity. Assures the caliber and responsiveness of all installed products and services. Works closely with other Army, sister service and federal, State and local law enforcement components to assure appropriate data and technology sharing, and other resource integration.
  • Maintains expert professional knowledge of current research, technology, and administrative development in the broad fields of information systems policy and techniques, Business Process Improvement, Benchmarking and Best Practices, Data Administration, Process Simulation, Information Technology (IT) Program and Project Management, Strategic Planning, Organizational Sciences, Performance Measurement, IT Capital Planning, Decision Support Systems and methods, and related disciplines.
  • Meet with customers to gather data requirements, analyze, review and plan for execution of customer requirements on both classified and unclassified Information Technology (IT) services.
Experience and/or Certifications
  • Standard Requirement: Possess a Bachelor's degree as well as three (3) years of relevant experience.
  • Tradeoff Requirement: Possess an Associates' degree and five (5) years of relevant experience.
  • Strong verbal and written communication skills
  • Shall have or able to obtain within 6 months a DoD 8570 Baseline Certification, IAT Level II or higher, example CompTIA Security+
  • Active Secret security clearance required
  • possess a valid state Driver's license
