Data Systems Analysts has an immediate opening for a Senior Contracts Specialist that can integrate tightly into a Government team working on a high-visibility, high-value Program providing a suite of equipment that performs firewall functions, intrusion detection and prevention,enterprise management, virtual routing and forwarding (VRF), and a host of network security capabilities. This position requires a Senior Contracts Specialist who can quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts; experienced in working with engineers to define the hardware, software, maintenance, shipping, and delivery required to support an approved architecture design. The successful candidate must be able to identity, document, and present both traditional and non-traditional approaches to acquiring the products in the most economical way for the Government.This work is expected to be accomplished from a Ft Meade, MD Government location with potential infrequent local travel .Expert knowledge of DoD contracting proceduresFirsthand operational experience in wide range of contracting methodologies (commercial acquisition procedures, competitive contracts, sole-source, simplified acquisitions, cost/price analysis, and negotiation)Demonstrated knowledge and experience applying Federal and DoD Acquisition concepts, regulations, and statutes (e.g., FAR, DFAR, acquisition directives, policies, and procedures)Experience working with and advising program managers on high-value, high-visibility Programs on procurement policies, regulations, and procedures that result in cost savings for the GovernmentExperience reviewing architectural products and working with engineering staff to develop BOM and contract for hardware and software for expedited delivery worldwideStrong interpersonal and leadership skills and the ability to work effectively with external contracting executives at all levelsAbility to identify and develop decision paper on alternate contracting approaches to include traditional and non-traditional approachesStrong problem-solving, analytic and interpersonal skillsWillingness and ability to work in a high-tempo, rapidly changing environment and readiness to think "outside the box " to identify optimum contracting approachesDemonstrated knowledge and experience applying Federal and DoD Acquisition concepts, regulations, and statutes (e.g., FAR, DFAR, acquisition directives, policies, and procedures)Experience with major contract writing systems is highly desirable.Bachelors degree and 6-8 years DoD experience in Contracting, a DAWIA Level 1 or 2 or 3 contracting certification or the equivalent Certified Professional Contract Manager or Certified Federal Contract Manager certification.Preferably the candidate would have experience in IT and hardware/software contracting.DSA recognizes that the global spread of COVID-19 is a challenging time for everyone.
