Data Systems Analysts has an immediate opening for a Journeyman Budget Analyst that can integrate tightly into a Government team where the individual staff members are all expert in their subject areas. This position requires a budget/financial analyst who can develop, evaluate, and analyze cost models, estimates, budgets, spend plans, business cases, and performance metrics for the client's projects and initiatives, quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts; experienced in identifying the customer base from which to gather clear, concise requirements and legacy costs, and can provide tactical and strategic analysis of changes to be considered on activity prioritization and impact on other Government work priorities.The budget/financial analyst, closely integrated with the Government financial/budget counterparts, will have primary ownership of the project deliverables and will monitor cost, schedule, and performance using tools like Microsoft Excel, Project, Defense Agencies Initiative (DAI) financial software, BCM, and other analytical software tools and have daily interactions with subject matter experts, schedulers, and program acquisition managers and will provide day-to-day updates to the Program Manager.This work is expected to be accomplished from a Ft Meade, MD Government location with potential infrequent local travel.Experience developing packages for input into Defense Agency Initiative (DAI) financial systemUnderstanding of the rules for use of Operations and Maintenance, Procurement, and Research, Development, Test, and Engineering appropriated fundsKnowledge of Defense Working Capital Fund and experience developing cost estimates to move programs to cost recoveryExperience in reviewing and validating cost estimates identifying potential shortfalls in the WBS/funding structureKnowledge of the entire Planning, Programming Budget Execution (PPBE) lifecycleKnowledgeable of how Financial and PPBE apply to Acquisition PlanningDemonstrated experience supporting the development of Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), and other cost analysesDemonstrated ability to brief executive leadership on impact of budget changes on supported programs, and other cost issuesUnderstanding of how Will Cost and Should Cost are implemented and used in the DoD2+ years of experience with budget/financial support for a major acquisition programExperience with Microsoft Office, including Excel, Word, and OutlookAbility to critically assess data and communicate priority findings to teamsAbility to work with multi-stakeholder, technical, and matrixed organizational environmentAbility to work under minimal supervision and manage client and team relationshipsExperience IGCEs on services/programs transitioning into Cloud such as AWS and ability to develop appropriate Budget exhibitsExperience supporting programs and contracts within the DoDExperience ensuring work products are in compliance with Office of Management and Budget (OMB) regulatory guidelines and processes, Better Buying Power guidance and processes, and Will Cost guidance and processesExperience working with diverse teams of contractorsExperience with large high value DoD acquisition Programs and support of major milestonesAbility to be flexible, show initiative and innovation, and deal with ambiguous and fast-paced situationsPossession of excellent data gathering, analytical, and problem-solving skillsPossession of excellent oral and written communication skills2 to 3 years with a bachelors degree or 3-4 years with Associates or Professional CertificateDegree can be replaced with 2+ years of verified experience supporting high value, high visibility acquisition programDSA recognizes that the global spread of COVID-19 is a challenging time for everyone.
