Data Systems Analysts has an immediate opening for a Senior Acquisition Specialist with DoD experience leading or supporting Major IT/NSS programs, has experience with programs on the DoD Adaptive Acquisition Framework pathway, and has supported Defense Business System programs. This work supports a Deputy PEO and multiple programs that are just entering either the DBS or Software Acquisition Pathway and is currently entering the POMing process. This work will be challenging and exciting and will support PMs that are experienced in Acquisition as well as PMs that learning the Acquisition process. This position requires a PM who can quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts; experienced in identifying the customer base from which to gather clear, concise requirements, and can provide tactical and strategic analysis of changes to be considered on activity prioritization and impact on other Government work priorities. The PM must be able to closely integrated with their Government counterparts, take the lead in business process mapping and value stream understanding, advise on the PPBE processes, support financial analysis, and help the Government PMs frame effective and concise ARB, QPR, and IPR presentationsRequired Experience supporting major IT programs entering or existing in the DoD 5000 Adaptive Acquisition Framework Experience leading or working in programs on the Defense Business System pathway Knowledge of and experience with the Regulatory and Statutory documents required for the DoD 5000 Adaptive Acquisition Framework Experience streamlining the Regulatory and Statutory documents required to meet a Milestone Decision Authority, Decision Authority, or Component Acquisition Executive requirement for different Acquisition Categories and Pathways Experience developing Integrated Master Plans and Integrated Master Schedule, resourcing the schedule, and managing to the agreed upon schedule Demonstrated experience managing portfolios of projects and the associated tasks for major programs Experienced in mapping business processes, including identifying value streams and efficiencies Experience in managing customer expectations Experience leading customers through organizational change Experience in providing key messaging across teams and to external stakeholders in a clear, concise, easily understandable manner Experience developing programmatic templates and processes for managing activities Ability to communicate with and brief Senior Leaders at the GO/FO and SES levels Experience developing ARB, QPR, and IPR briefs to Senior Leaders, Stakeholders, and CAE/DA Demonstrated ability to work harmoniously with multiple Contractor teams supporting development, integration, sustainment, Acquisition, procurement, financial/budget, and security tasks Experience with VISIO and other MS/visual graphic tools Understanding of the PPBE process and experience evaluating budgetary changes and funding decisions at the tactical and strategic levelDesired Must be a strong and effective leader with the aptitude to manage and affect results Must have very strong organizational, writing and presentation skills, and interpersonal communication skills Must be self-motivated and have the ability to work independently, as well as be a team player Must be able to effectively manage multiple competing prioritiesEducation A B.S degree (Information Technology or Business Management preferred) with 8-years experience leading major DoD IT/NSS and DBS programs; possess a DAWIA Level 3 certification in Program Management, Contracting, or Information Technology and requisite experience in that Level 3 capacity Current PMP with 10-years of project management experience supporting major DoD IT/NSS and DBS programs can substitute for a DAWIA certificationCOVID-19 continues to significantly impact our communities, families and employees.
