Data Systems Analysts, Inc. is searching for a Program Manager III that can integrate tightly into a Government team where the individual staff members are all expert in their subject areas. This position requires PM IIIs who can quickly adapt to rapidly changing priorities, identify and help develop integration between various efforts; experienced in identifying the customer base from which to gather clear, concise requirements, and can provide tactical and strategic analysis of changes to be considered on activity prioritization and impact on other Government work priorities. The PM III must embody the key disciplines and methodologies such as those outlined i the Project Management lnstitute's (PMI) Project Management Body of Knowledge (PMBOK), understand or be certified in Lean Six Sigma/ Continuous Process Improvement, and understand and have participated in programs and companies that adhere to the Carnegie Mellon University Software Engineering Institute's (SEI), Capability Maturity Model Integration (CMMI).The PM III, closely integrated with their Government counterpart, will take the lead in business process mapping, value stream understanding, and organizational management background. The applicant will apply critical thinking and strong communication skills to help the customer recognize unspoken needs, help them understand how they currently do business, help them identify how they would like to do business, identify efficiencies, value streams and assist in building their organization. The PM III will be responsible for integrating all aspects of the operations project plan to include Schedule Management, Budget and Cost Management, Acquisition & Procurement Support, Communication Support, and Risk Management.This work is expected to be accomplished from a Ft Meade, MD Government location with potential infrequent local travel.This position is contingent upon award.Requirements include:Experience developing Integrated Master Plans and Integrated Master Schedule, resourcing the schedule, and managing to the agree upon scheduleDemonstrated experience managing portfolios of projects and the associated tasks for major programsExperienced in mapping business processes, including identifying value streams and efficienciesExperience in managing customer expectationsExperience leading customers through organizational changeExperience in providing key messaging across teams and to external stakeholders in a clear, concise, easily understandable mannerExperience developing programmatic templates and processes for managing activitiesExperience supporting programs using Agile Development processes and/or Scaled Agile FrameworkExperience with programs using the Architectural Runway concept from SAFeExperience working with Epic definitions and knowledge of how the Epic can be broke down into many StoriesDevelop and refine internal/external communications processes/procedures for new missions and communicate change through the implementation processAbility to communicate with and brief Senior Leaders at the GO/FO and SES levelsExperience developing strategies for, implementing, and managing physical moves of equipment and servicesDemonstrated ability to work harmoniously with multiple Contractor teams supporting development, integration, sustainment, and security tasksExperience with VISIO and other MS/visual graphic toolsUnderstanding of the PPBE process and experience evaluating budgetary changes and funding decisions at the tactical and strategic levelMust be a strong and effective leader with the aptitude to manage and affect resultsMust have very strong organizational, writing and presentation skills, and interpersonal communication skillsMust be self-motivated and have the ability to work independently, as well as be a team playerMust be able to effectively manage multiple competing prioritiesLean Six Sigma certificationScrum Master certificationA B.S degree (Information Technology or Business Management preferrred) and current PMP with 8 years of project management experience; DAWIA Level 3 certification in Program Management, Contracting, or Information Technology and requisite experience in that Level 3 capacityHas specific experience with the Joint Regional Security Stack/Joint Information Environment desiredMUST HAVE AN ACTIVE SECRET DOD CLEARANCE ; this will be verified prior to interview.
