This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. SALARY RANGE: $172,500 to $183,300

PAY PLAN: Defense Intelligence Senior Leader

This position may require operational and/or training deployments. Travel is required, at times with minimal advance notification. Employee may be subject to 24-hour on-call duty. In an emergency, employee may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Employee must be able to relocate to emergency sites with little advance notice and function under increased mental and physical stress. Employee must physically be able to move and assemble equipment related to communications and operations centers.

The incumbent is designated as an Essential Employee for purposes of weather-related events or other short-term, isolated emergencies.

Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) Investigation.

Technical/Professional Achievements (20%)

The candidate should have the demonstrated ability to formulate concepts, develop techniques and methods, and make fiscal, logistical, contractual or other major contributions to improvements in management and infrastructures. The candidate should have the demonstrated ability to meet organizational goals and customer expectations. The candidate must have strong conceptual skills and be able to translate requirements into actionable priorities. Further, the candidate must be able to strategically manage resources in a manner which balances constraints with mission needs.Technical/Professional Development of Others (20%)

The candidate should have the demonstrated ability to develop the next generation of experts. The candidate should demonstrate the transfer of skills and knowledge to others to include specific expertise as well as intangible skills such as how to approach problems, how to balance risk against the chance of success, how to communicate effectively, etc. Activities which demonstrate competency may include: formal and informal mentoring, participation on boards/panels of significance to the technical community, activities aimed at conveying knowledge (seminars, teaching, informal training on the job, etc.).

Continued Technical/Professional Development (20%)

The continuous enhancement of technical/professional skills and knowledge is imperative. Formal training, \"stretch\" assignments, research and writing projects, interaction with experts, and other activities appropriate to the particular discipline are examples. The following will be taken into consideration: standing in the field (internal and external as appropriate), increased ability to understand and deal with complexity, increased ability to relate narrow technical specialties to the broader needs of the organization, and efforts aimed at deepening technical expertise.

The candidate must understand organizational responsibilities in relation to the larger Intelligence Community strategic priorities. The candidate must be able to lead people toward meeting the organization's vision, mission and goals. The candidate must be able to achieve desired outcomes through collaboration, negotiation, communication and keen diplomatic and political acumen. The candidate must be able to build solid relationships with stakeholders, leadership, clients and partners to achieve common goals.ResponsibilitiesThe incumbent serves as the Chief of the Support Division for an enduring DoD Task Force. The Task Force (TF) develops and implements long-range strategic concepts and plans supporting National Security Emergency Preparedness (NSEP). The TF also provides infrastructure support to governmental entities to maintain essential functions during times of crisis. The strategic level planning and infrastructure support is in response to threats across a wide contingency spectrum. The TF staff members represent several governmental departments and agencies and include subject matter experts in strategic planning, emergency management, infrastructure management, communications and crisis prevention and response. This is a challenging assignment and growth opportunity that will foster collaboration, provide exposure to a unique mission, and broaden interactions and perspective.

The selected candidate for this position will be the Chief of the Support Division within the TF. The Division has four main responsibilities: Budget, Logistics, Contract Management and Human Resources. In the area of Budget, the Support Division Chief oversees the development, execution, evaluation of budget plans that support stakeholder objectives and requirements. Oversees logistics support which includes but is not limited to: oversees government purchase card program; and oversees property accountability IAW DoD, oversees vehicle fleet management and other associated policies. Oversees processing of contract and acquisition actions in accordance with FAR and DFAR guidance. Oversees all Human Resources support for the TF including but not limited to: recruiting, sourcing strategy, performance management, employee relations, awards, and diversity.

The Support Division Chief is responsible for overseeing the finance, budget, logistics, contracts, manpower, and human resources functions for the TF. The selected individual will be responsible for:

' Providing strategic recommendations, substantive guidance and decisions on all matters pertaining to the functional areas of the Support Division

' Overseeing the preparation, submission and execution of the annual budget

' Overseeing a variety of contracts, which includes optimizing contract and contractor resources

' Overseeing a variety of logistics initiatives, to include managing large amounts of supplies, equipment, as well as adequate inventory availability across multiple support locations

' Overseeing all manpower and staffing initiatives to include working collaboratively with other government agencies that provide administrative support and billets for the TF

' Overseeing the administration of all human resources processes and engaging mission enablers and partners to establish enduring relationships

' Providing all necessary support to continuity planning initiatives and execution of continuity exercises to ensure a constant state of readiness

' Overseeing all TF administrative activities to ensure supporting processes, policies and resources for the four main responsibility areas are in place to enable mission success.

' Engaging with stakeholders, clients, and mission partners specifically concerning the Division's five functional areas
