Longeviti seeks a Specialized Administrative and Program Support to provide mission support to the Defense Counterintelligence and Security Agency (DCSA).

SECURITY CLEARANCE:
  • Must

    have an active TS/SCI security clearance.
  • Due to federal security clearance requirements, applicant must be a United States Citizen.

DUTIES AND RESPONSIBILITIES: General Scope of Effort
  • Provide functional management and technical support in the development, documentation, and evaluation of education, training, and certification projects.
  • Support marketing, and product development and distribution requirements.
Support for Curriculum Development
  • Provide support for curriculum development.
  • Document and format course material and curriculum in accordance with the CDSE standard.
Collect and Collates Data
  • Collects and collates data concerning facility workload and scheduling; student course evaluations; security program surveys, education and training needs surveys; course and student support requirements and materials; student background and prerequisite profiles; special studies or activities; and student performance, etc.
CDSE Activity Coordination
  • Coordinate, prepare and distribute class schedules; room assignments; student seating arrangements; assessment proctoring; special student rosters; student completion certificates, academic reports, honor and distinguished graduate letters; failure notices; correspondence; etc. using computer systems.
  • Administer and collate student end of course and special course/lesson evaluations. Collects, grades, records, and reports results of student tests. Processes data and reports on test validity.
Support Learning Management
  • Support learning management including account creation and management of user accounts within systems such as Sakai, SumTotal, and Blackboard.
  • Assist with creation, formatting and updating course/class schedule and course information within the learning management database system.
Multimedia Production
  • Assisting customers in their requests for support of multimedia product development and services.
  • Attend and participate in meetings in support of the development and delivery of multimedia products and services, track requests for products and services.
Manage CorrespondenceCalendar ManagementGeneral Administrative Support
  • Includes duties such as working with Information Technology (IT) to ensure updates to website information (updating addresses as field offices move, etc.), updating email mailing lists for ISFO groups, reviewing and editing routine correspondence for formatting requirements (white papers, memoranda, letters, etc.).
  • Provide administrative support to receiving, compiling, and tracking metrics submissions from field elements and administrative support.
Office Administrative Duties
  • Support Office of General Counsel (OGC), the Chief of the Office of Freedom of Information and Privacy Act (FOIA/PA Office.
Space and Facilities Management
  • Review requests for internal moves and/or new space requirements.
  • Manage and maintain furniture key inventory, issue keys for daily or permanent use.
  • Prepare nameplates for cubicles, offices, etc., as requested through ELMS and notify requestor when product is ready for pick-up.
  • Conduct inspections of all pantries, copy rooms, and sovereign space to ensure areas are being well maintained, supplies are adequate, and report issues to the Facility Manager for resolution.
  • Prepare and submit supply requests to the Logistics Sustainment Center through ELMS for consumables (hand soap, paper towels, refrigerator filters, etc.).
Vulnerability Assessments
  • Assessment of facilities and provide recommended findings in the form of organizational recommendations and policy and procedure improvements.
  • Assessments shall include physical location of facilities; proximity of the location to the highways/roads/street; vulnerability of agency infrastructure such as building and information technologies, and physical security measures.
  • Physical security experience is required for this task.
Sensitive Compartmented Information (SCI)
  • Assist in validating Sensitive Compartmented Information Facility (SCIF) Fix Facility Checklist prior to DIA submittal.
Risk Management Program
  • Process, planning, training, exercises, resources and AT/FP vulnerability assessments and program reviews.
Operations Security (OPSEC) Program
  • Assist in developing, communicating, and implementing agency OPSEC Program.
  • Contractor shall support the required research and gathered information to assist in identifying critical information, conducting threat analysis, vulnerability analysis, risk assessments and implementing OPSEC countermeasures.
Customer Support
  • Knowledge of the legislative process, regulations, policies, and procedures applicable to the Department of Defense (DoD). This includes a solid grasp of the Authorization and Appropriations process.
  • Support the Legislative Liaison by crafting the Congressional Weekly Status Report (WSR).
  • Track legislative bills that are of interest to DCSA through all legislative stages, committees, and offices as they progress through Congress for passage and are signed into law.
  • Possess an understanding of U.S. Senate and House Members interests in the areas of Armed Services, Appropriations, Homeland Security, and Intelligence Committees, as they relate to the DoD.
  • Have the ability to use Legislative analytical research skills to include, Congressional Quarterly, Roll Call, THOMAS and LexisNexis.
Subject Matter Expert (SME) for the Defense Security Service
  • Emphasis on Personnel Security (PERSEC), Physical Security (PHYSEC), Information Assurance (IA) and Information Security (INFOSEC), and Operation Security (OPSEC).
  • The SME must have extensive knowledge of recent Executive Orders and understand the differences between the DCIDs and ICDs.
Technical Skills
  • Serve multiple executive/senior level positions in the Directorate.
  • Support the directorate to produce quality, compelling, on-brand content concerning National Industrial Security Program (NISP) oversight execution and priorities.
  • With guidance from senior level directorate leaders, acts as a gatekeeper for editorial review processes of a variety of publications and media for ISIA directorate.
  • Edits several hundred projects per year (including official memorandums, official letters, annual reports, newsletters, brochures, and special publications); multimedia materials; and pages for the website, including blogs and photo galleries, ensuring accuracy and appropriate and consistent message.
  • Manage web-based internal communications vehicles to facilitate information sharing and project management among agency communicators. Collaborate with professionals across a multitude of disciplines that include direct response and journalism; photography; video production; print design; web design, production, and analytics; and outreach.

REQUIRED EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES:
  • Advanced computer skills, as the Specialized Administrative and Program Support will be required to perform word processing, spreadsheet management, and conduct more advanced internet research and data collection, as well as metrics gathering.
  • Have superior oral and written communication skills, as well as a good command of the English language.
  • Must have worked in a SCIF environment and have experience in SCIF building requirements and knowledge of accreditations methods.

EDUCATION:
  • Bachelor s Degree or equivalent (at a minimum) and two years of experience relating to the duties and responsibilities. Substitution of a Bachelor s degree is allowable if the personnel have six years of related work experience in addition to the two years of experience required for this category. For the substitution to be allowable, a total of eight years of experience would be required to meet the minimum requirements for this category.
  • Bachelor s degree in journalism, English, communications, marketing, international development, or related field.
  • Minimum two years experience editing, writing, and managing high-quality written communication projects for general and specialty audiences.
  • Minimum two years experience with independent research.
  • Minimum two years experience with editing demands, including track record of successful collaborations with writers, editors, print and web designers, video producers.
