CareFirst is undertaking a digital transformation which requires enterprise agility paired with the retooling of our technology stack to speed delivery and expand our reach. The Digital Delivery organization is leading this charge by advancing our Scaled Agile (SAFe) ways of working across the organization. To drive this transformation, the Product Delivery Consultant is a leadership role within the Continuous Delivery Enablement team that will onboard new teams into existing release trains, define new value streams, define relevant OKRs, and lead delivery in a release or solution train engineer capacity.

PRINCIPAL ACCOUNTABILITIESinclude, but are not limited to, the following:

Duties and Responsibilities

1. Provide Client Services
  • Consult with current implementation teams across IT including but not limited to Digital Delivery Teams, API Platform Teams, Data Services, Infrastructure, and Security to form cross functional agile teams and onboard them into existing Value Streams and Agile Release Trains.
  • Workshop, define, and implement new Value Streams and Agile Release Trains when necessary and enable the formation and tracking of teams in these configurations.
  • Enable continuous improvement by interacting with Value Stream teams and cross-functional stakeholders at all levels, conduct gap analysis and recommend improvement backlog
  • Provide subject matter expertise in Value Stream definition and Product Management leadership to help define OKRs and KPIs.
  • Provide product management and product ownership leadership, mentoring and governance to implement PM/PO standards and best practices
  • Provide necessary guidance to the VS teams related to team composition, flow of requirements, and continuous improvement efforts
  • Provide Lean Portfolio Management best practices to enable business agility across value streams

2. Build the Bridge within the Ecosystem
  • Onboard new teams to agile ways of working, SAFe, and Value Stream participation using organizational change management techniques
  • Lead business value metrics through establishing OKRs for the value streams, implementing their measurement, and improvements
  • Drive continuous improvement mindset, ensure feedback loop to listen, communicate, and experiment with improvements
  • Lead and Mentor PM/PO/VSMs, work with managers to ensure that requirements flow and OKRs are measured and improved upon
  • Collaborate with Value Stream Leaders and Business Information Officers and develops plan to help stream-aligned teams acquire continuous delivery capabilities including necessary organizational change management
  • Develop and maintain a highly engaged team that is collaborative, with a high-performance culture

3. Large Scale Delivery: Lead delivery in a release or solution train engineer capacity to successfully deliver business value across teams in support of corporate objectives. Leads the full project management life cycle and software development life cycle for implementation of highly complex, large scale enterprise wide, strategic IT and business corporate initiatives. Ensures efficient and high quality installation of new software and/or systems enhancements, and monitors all technical aspects of implementing projects. Provides support in identifying the appropriate solutions required by the user areas; assists IT Leadership in performing a needs analysis of the relevant business areas and in matching user needs to system capabilities to ensure the new system is easily and quickly integrated into the client’s business environment.

4. Staff Management: Manages leads matrixed to a program and/or project. Reviews staffing goals and expectations to ensure that each is consistent and adequate to meet business objectives. Evaluates performance of direct reports, generates development plans and sets goals within the context of the corporate policy. Provides coaching, counseling and motivation to team members ensuring staff has the appropriate tools and training. Due to high volume of matrixed resources, provides feedback and performance input to direct managers where appropriate.

QUALIFICATION REQUIREMENTS:

Experience, Abilities, Skills:
  • Bachelors degree in Computer Science, Business, or Engineering or equivalent work experience required.
  • Minimum of 8-10 years of IT and business experience in large business transformation - strategic planning, development, implementation, and maintenance of systems, across multiple enterprise-wide hardware and software platforms.
  • Previous technical management and delivery experience in a dynamic high-technology environment is a key to success in this position.
  • Progressive broad-based information systems experience (which could include consulting) with state-of-the-art hardware and software systems; knowledge and implementation experience in new computing architectures and networked computing struc¬tures.Ability to grasp technological opportunities and apply them to business opportunities and requirements.
  • Experience in project management and execution of multiple enterprise-wide development projects, particularly as a delivery lead on systems development, with working knowledge in all aspects of the systems development life cycle and project life cycle in a cross-functional environment.
  • Demonstrated leadership experience, during which two or more of the following occurred:
    • successfully developed and implemented new enterprise-wide technologies and work processes
    • demonstrated high competency in project management and the execution of multiple or large projects that cut across all lines of business.
    • demonstrated competency in strategic thinking and leadership with strong abilities in relationship management
    • demonstrated leadership of multidiscipline, high-performance work teams/groups
    • demonstrated competency in developing efficient and effective enterprise-wide solutions to diverse and complex business problems
    • successfully developed and implemented applications using new and emerging technologies
    • established a successful track record of managing joint IT/business teams through life-cycle phases
  • Strong analytical, problem-solving, and conceptual skills.
  • Solid teamwork and interpersonal skills, with the ability to communicate and persuade customers, associates, and management at all levels and thrive in a cross-functional environment
  • Excellent oral and written communications; an ability to present and discuss technical information in a way that establishes rapport, persuades others, and gains understanding.Experience in executive level reporting on strategic initiatives, developing and delivering effective executive presentations.
  • Excellent customer service and negotiation skills.Must have the credibility and finesse to deliver honest messages to the CEO and others at the executive level on feasibility of program/project deliverables.
  • In depth understanding of healthcare with extensive healthcare operations knowledge and experience including claims, service, network, eligibility, web technologies, self-service, electronic transaction requirements, outsource vendor management, and effective working knowledge of enterprise-wide business functions.
  • Experience in vendor management, including development of RFPs and SOWs and the tracking and monitoring of service level agreements.

Required Skills
  • At least 4 years’ experience leading Scaled Agile teams and release trains of at least 10 or more teams simultaneously.
  • At least 4 years’ experience as a Release Train Engineer
  • Experience leading large Scaled Agile Program Increment Planning Events
  • Experience in Product Ownership, Product Management
  • Experience coaching leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets
  • Experience managing and optimizing the flow of value through the ART and Solution Train using various tools, such as the Program and Solution Kanbans and other information radiators
  • Focus on continuous improvement via Inspect and Adapt workshops; assess the agility level of the ART and Solution Train and help them improve
  • Experience improving the flow of value through value streams by improving and assessing the practices associated with DevSecOps and Release on Demand in the Continuous Delivery Pipeline

Desired Skills
  • Familiarity with Salesforce and AWS platforms
  • Master’s degree in business, IT or other related field.
  • SAFe Agilist, SAFe POPM, SAFe SM certifications
