PURPOSE: The incumbent ensures the accuracy and integrity of data and applications through efficient coding, generating clear and concise documentation, and resolution of problems. Assist with the development, testing and implementation of efficient and maintainable program logic for existing and new applications in accordance with technical specifications. Translate functional specifications and change requests into technical specifications.PRINCIPAL ACCOUNTABILITIES:Under the direct supervision of the Operations Technichal Support Manager, the incumbent’s accountabilities include, but are not limited to, the following:Performs coding, testing and revisions to existing applications, and createsefficient and maintainable new applications. The required programming skills are data-intensive in nature and require the manipulation, managing and reporting of large amounts of information.Monitors performance of critical system applications and resolves operational abends in accordance with corporate guidelines. Investigates problem reports to determine presence and scope of potential code defects. The Programmer Analyst Technician is expected to ensure that results tie to appropriate controls. Processes and reporting results are audited for compliance with the Sarbanes-Oxley Act.The Programmer Analyst Technician is expected to quickly learn the business and perform analysis on the data to validate accuracy and proper reporting based on established business rules. Develops and maintains technical knowledge through training, classes, research, etc.Participates in Software Process Improvement activities.Travel between all CareFirst locations may be required.QUALIFICATION REQUIREMENTS:Required: This position requires a Bachelor’s Degree in Information Technology, Computer Science or related fields or equivalent related work experience in IT.Abilities/Skills: Additionally, this position requires working knowledge of procedural programming techniques. This position requires strong conceptual and quantitative skills and the ability to work independently and in small teams is necessary, as well as the willingness to work outside of normally scheduled hours when necessary and to multi-task in a fast-paced, stressful environment. Good oral and written communications abilities are necessary, as are strong interpersonal skills for customer interfacing.Preferred: Familiarity with writing code for any of the following:Microsoft Office Suite (Excel, Access, VBA) (up to 1 year)SQL (up to 1 year)SSIS (SQL Server Integrated Services) experience is a plus.
