Operations Manager (Project Manager) to work on a government contract for a client located in

Patuxent River, MD . An active Top Secret clearance is required with SCI eligibility.

Responsibilities
  • Will provide Program Management leadership/support to ensure the Governments' requirements are met within cost, schedule, and performance criteria fulfill all customer requirements, and ensure customer satisfaction.
  • The Operations Manager acts as the overall lead, manager, and administrator for the contracted effort.
  • Serve as the primary interface and point of contact with Government program authorities on technical and program/project issues.
  • Oversees contractor execution of the contract requirements.
  • Manages acquisition and employment of program/project resources.
  • Establish and maintain an integrated partnership with HQ management, engineering, and support organizations.
  • Ensure all activities conducted are in compliance with the contract and contract scope is maintained. Monitor all activities and ensure activities outside of scope are properly documented and contractual direction and funding is received.
  • Coordinate, integrate, plan, and oversee tasks, functions, contractor administration and management, cost management, SLA, and reporting to the Government on all activities under the contract.
  • Ensure timely completion of all contractual deliveries to the customer.
  • Successfully implement QA practices and continual improvement practices.
  • Perform trend analysis on personnel utilization, schedule performance, cost performance including projections of additional work to increase corporate profits.
  • Meet with the Contracting Officer's Representative (COR), or designed representatives, and other contractor PM's as appropriate, at least monthly to address contract issues and program execution.
  • Identify and track program level risks (cost, schedule, and performance) and possible mitigations as they relate to services under this contract. Measure effectiveness of mitigations.
  • Institute and maintain processes that ensure problems and action items discussed with the Government are tracked through resolution and provided timely status reporting.
  • Results of actions taken to improve performance should be tracked and lessons learned incorporated into applicable process.
  • Process and track requirements and systems engineering solutions with applicable database management tools.
  • Conduct monthly PMRs.

Required Skills and Qualifications
  • An active Top Secret Clearance with SCI eligibility.
  • Bachelor's Degree and 12-15 years' experience or Masters' degree and 10-13 years' experience or PhD and 10+ years' experience in an Information Technology or Computer Science, or Technical Degree area of study or related discipline.
  • Program Management Professional (PMP) Certification required.
  • Program Management Professional (PMP) Certification required.
  • 10+ years managing as IT Support Contract or Cyber Research and Development related contract.
  • Self-starter that likes taking on challenges and being a leader with engineering solutions.
  • Collaborates well and likes to work toward consensus within each team.

Preferred Skills and Qualifications
  • NAVAIR experience is preferred.
  • Experience in Managing systems and software development and integration lab.
  • Experience with execution and resource allocation in a dynamic environment
  • Experience managing a help desk program with a set of service levels using performance measurements and metrics.
