The successful candidate will direct a team supporting NOAA's Office of Satellite Ground Services, and other internal and external stakeholders associated primarily on select programmatic activities focused on, but not limited to NOAA's data archive and the development of ground services. The successful candidate will serve as a system director and will report to the Principal Director of Space Based Environmental Monitoring Directorate, Civil Space Program Operations Division. Responsibilities will apply to management roles related to work spanning the Ground Engineering portfolio.

This position is a hybrid position based in Silver Spring, MD. The balance hybrid model allows flexibility in telecommuting depending on the needs of the executive, team, and customer

What You'll Be Doing
  • Establishes organization's objectives and goals and communicates them to subordinates, management, and interfacing matrix organizations. Conducts organization's activities consistent with corporate policies/practices, goals, and objectives.
  • Participates with higher management in determining organization's structure and staff required to support resource needs. Participates in budget planning and allocation of resources. Implements policies, practices and operating processes, and recommends improvements to higher management. Reports organization's activities, progress and achievements through written and oral reports to management, subordinates, and customers.
  • Identifies and assigns sub-organization and staff functional responsibilities. Coordinates work activities within organization; monitors workload, progress and schedules, ensures completion of organization's work assignments within cost and schedule guidelines.
  • Seeks and identifies opportunities for additional expanded, and new business and assists higher management in the evaluation and pursuit of new opportunities.
  • Cooperates and communicates frequently with customer to coordinate and report work progress, issues, and results. Conducts work performance within customer standards and regulations. Participates selectively in day-to-day technical task planning and issue resolution; coordinates work activities with counterpart and common-task participation organizations.
  • Conducts staff performance reviews and recommends performance improvement, career development, salary and promotion actions; establishes staffing needs and recommends reassignments, training, transfers, and other staff deployments; assists other supervisors in evaluation and assignment of staff. Monitors and directs organization's security processes, compliance, and safety awareness.

What You'll Need to be Successful

Minimum Requirements:
  • B.S. in computer science, engineering, physical science or related discipline
  • At least 12 years of relevant experience in a combination of technically-oriented and effective leadership roles reflecting increasing responsibility over time
  • Demonstrated, extraordinary interpersonal communications skills (written and verbal) with creativity, coherence and poise under pressure
  • Demonstrated experience and savvy in working closely and effectively with government executives at the SES/SIS/General Officer level
  • Familiarity with and ability to effectively articulate the Aerospace FFRDC role within a Federal U.S. government satellite program office
  • Demonstrated knowledge of and keen interest in the NOAA mission including operational user requirements for space-based environmental monitoring
  • Experience with greenfield cloud-based implementations, especially with respect to migration of systems
  • Program management expertise with substantial experience managing civil or military programs and/or providing programmatic and technical engineering advice and assistance to U.S. government program managers
  • Demonstrated ability to engage and manage matrix, technical resources in a virtual team context
  • Relevant systems engineering experience in commercial industry and/or Government systems; knowledge of IT systems, software development lifecycle
  • This position requires ability to obtain and maintain a security clearance, which is issued by the US government. U.S citizenship is required to obtain a security clearance.

How You Can Stand OutIt would be impressive if you have one or more of these
  • M.S. (or higher) in engineering, physical science or related discipline
  • At least 3 years of experience successfully supervising of a team of 5 or greater staff members
  • Deep familiarity with NOAA/Interagency/International operational environmental satellite missions
  • At least 5 years of relevant experience in the environmental domain in NOAA, NASA, NSF, DoD, National Laboratories, FFRDCs and academia
