The Civil Space Programs Operations Division provides unmatched experience to National Oceanic and Atmospheric Administrations (NOAA) and other US government agencies. This position, as a Project Leader or Sr Project Leader, will collaborate with the NOAA customer, partner organizations, and Aerospace technical specialists in formulating overall strategy, defining requirements, and evaluating capabilities, in developing and broadening Aerospace's reach into the Ground Services Systems Engineering arena.

This is a hybrid position that will be in the Greenbelt and Silver Spring, Maryland office, meaning there is a telework component in addition to on-site work.

What You'll Be Doing
  • Provide experienced advice and assistance to support the technical, programmatic, and acquisition aspects regarding design, development, procurement, and transition to Cloud based, and/or hybrid Cloud solutions for NOAA's ground system capabilities. These capabilities include archive, storage, ingress/egress, ground system mission operations processing and products. This requires specific mission knowledge regarding satellite and ground system operations, maintenance, and sustainment methods, as well as applications for on-premise systems, and their capability transitioned to the Cloud.
  • Familiarity with NOAA's mission, or equivalent experience in high capacity satellite and ground system deployments including satellite operations, and high-capacity capabilities for large-array satellite data archival, preservation and stewardship.
  • Provide in-depth analysis of current and future technologies that could positively impact the NOAA NESDIS data and information services missions and advance the implementation of the future common ground architecture
  • Perform or lead capability trade studies and/or analysis to conduct architecture alternatives evaluations
  • Prior work experience in implementing beneficial customer capabilities in Artificial intelligence and /or machine learning methodologies
  • Develop high-level requirements based on user needs and assist with flow-down to lower-level requirements for system development
  • Provide consultation support to government acquisition activities including RFIs, RFPs and draft development of associated procurement documents, and support as technical advisor to source selection activities.
  • Participate in program reviews and other program breakthrough events
  • Draft responses to queries and formal actions from within NESDIS, as well as from external collaborators (e.g., the NOAA CIO, NOAA Administrator, Department of Commerce, OMB, and Congress, etc.)
  • Coordinate support from Aerospace Engineering Technology Group subject matter specialists required to address critical challenges
  • Collaborate with Aerospace Senior management to satisfy all customer support requirements

What You Need to be Successful

Minimum Requirements:

Project Leader
  • B. S. in engineering, science, mathematics, or computer science, or related field
  • Eight or more years of progressively professional engineering/scientific experience, including space and/or ground systems, information systems, IT security, and background in systems engineering, technical and project leadership in an engineering organization or program office environment.
  • Relevant systems engineering experience in commercial industry and/or Government systems; knowledge of IT systems, software development lifecycle
  • Equivalent experience with commercial satellite ground systems or US Government systems
  • Excellent technical written and oral communication skills
  • Background in general IT including the any of the following: data modeling, software systems engineering, enterprise architecture methods/ tools, IT security, core IT systems technologies and standards, risk management, and IT systems cost models, cloud infrastructure, platforms, and services
  • Relevant experience in two or more of the following areas:
    • Systems engineering process (design cycle, requirements analysis, configuration management, integration of disparate ground systems and operating environments)
    • Development in multi-tenant based servers/storage/archive systems
    • Development in programming and scripting languages such as HTML/XML, Java, Javascript, Python, .NET, JSON
    • Cloud development tools and platforms
    • Agile development methodologies, including SAFe or DevSecOps
    • Detailed analysis capability in extracting enablers/inhibitors from open source based IT systems
    • Enterprise applications: SharePoint, Jira, Google Docs and MS Office (advanced Excel skills), Web conferencing (Google Hangouts, WebEx, GoToMeeting)
    • Direct experience implementing greenfield or migration of legacy systems into fully functional cloud-based capabilities using Agile methodologies

Sr. Project Engineer

Same requirements as a Project Leader noted above, in additional to:
  • B. S. in engineering, physical science, computer science or related field
  • At least 12 years of program management and systems engineering experience in commercial industry and/or the Government
  • Validated experience and efficiency in a small team environment including project management

How You Can Stand Out

It would be impressive if you have one or more of these:

Project Engineer
  • Advanced Degree in Engineering/Science
  • Experience on agile project teams, familiarity with program and project performance measurement and reporting.
  • Experience in acquisition and proposals.
  • Experience with commercial, NASA and/or NOAA space systems from an end-to-end perspective
  • Experience in a customer facing role providing advisement and recommendations on technical approaches and solutions
  • Familiarity with implementation/operation/maintenance/test experience of OAIS reference model-based systems or NIST Big Data Interoperability Framework-based systems
  • Basic knowledge of NOAA NESDIS program content (i.e., GOES-R, JPSS) and missions of NESDIS National Data Centers
  • Keen curiosity about the NOAA mission

Sr. Project Engineer
  • 15 years of dynamically responsible professional engineering/scientific experiences
  • M.S. or Ph.D. in computer science, engineering, or subject area
  • Familiarity and experience with satellite ground processing and exploitation of environmental remote sensing data
  • Familiarity with systems architecture artifacts of models such as DODAF or TOGAF
  • Experience marshalling and leading matrix personnel needed to support a project or task
  • PMP certification, and/or DOD certification (level 3) in systems engineering and/or acquisition program management (or equivalent from other government agency such as NASA)
  • Basic knowledge of NOAA NESDIS program content (i.e., GOES-R, JPSS) and missions of NESDIS National Data Centers
  • Keen curiosity about the NOAA mission
