Drupal Project Manager/Content Manager The ideal candidate is a detail-oriented team player will handle all the resources and coordination from a technical standpoint. You must set and achieve objectives, ensure both top quality and control of the project, handle client and vendor interaction, and act as the subject expert. The task involves a high-profile presentation of data visualizations using the Drupal CMS and javascript visualization library (D3.js). The web property is very high traffic (600k hits per day) and the ultimate stakeholder is a C-suite level executive.

Scope of work:The resource is to provide project management expertise to track and monitor specific aspects of the web content support. The Project Manager shall use CMS-provided Jira to actively collaborate with CMS, and the Project Manager shall also collaborate, as needed, with other contractors and federal staff responsible for CMCS web properties using Jira or other specified tools, provided by CMS.Content-related support for CMCS websites using CMS-provided web content management systems (Drupal framework with back-end content management system or another system in the future). CMCS websites include:
  • Medicaid.gov
  • Data.medicaid.gov
  • InsureKidsNow.gov
Data set support for Data.Medicaid.gov, DKAN, including:
  • Loading data sets to data.Medicaid.gov
  • Running scripts provided by CMS to ensure data is formatted appropriately
  • As new data sets are added, collaborate with CMS development team and data owners to ensure adherence to data best practices and CMS data governance.

Additionally the resource is expected to manage and provide:

  • Continuous coverage
  • Transparency and related communication
  • Develop and stage content for internal CMS review
  • Section 508 compliance support
  • Style guide compliance and related support
  • Training and Documentation Support
  • Content Inventories and Audits

Duties:
  • Work closely with multiple business and technical stakeholders and partners to understand IT development and project scope.
  • Manage different aspects of on-going IT projects/development within the larger enterprise.
  • Ensure development is delivered on-time and on-budget while following Agile SAFe Best Practices.

Education:Minimum: Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Business, Information Systems, or a related field.Preferred: Master’s Degree or project management certification.

Experience:Minimum:
  • At least 5 years of experience in project management; specifically, in management IT related projects and must demonstrate a leadership role in at least 3 successful projects that were delivered on time and on budget.
  • At least 5 years of experience in technical management or development experience in web application programming such as PHP or JavaScript.
  • Knowledge in system integration using Application Program Interface (API) management technologies, working knowledge of the RESTful APIs platform, API design and development on the cloud as well as on-premise environments.
  • Experience managing development teams in delivering data visualizations in a web environment.
  • At least 5 years of experience in managing Agile scrum team with developers, testers and dev-ops team using Agile processes and practices.
  • Experience working public agency interfaces.
  • Experience in understanding business concepts and technical system processes to provide software design feasibility and recommendations.
  • Excellent written and oral communication skills and demonstrated ability to lead a development team within the context of requirements from multiple stakeholders.
Preferred:
  • Experience in health and human services domains such as eligibility, enrollment, or Medicaid, specifically from a program standpoint.
  • Knowledge of best practices for the full Agile SDLC, including coding standards, code reviews, source control management, build processes, testing, and operations.
  • Technical Management experience working with Content Management Systems (Drupal).
  • Experience in management with two or more from the following: web application development, mobile application development, information retrieval, developing large software systems, and/or security software development.
