JOB DESCRIPTION

Position Summary: The Executive Office for Administration & Finance IT (A&F IT) is a unit under the Executive Office for Administration & Finance (A&F) and is comprised of 213 employees supporting IT systems and applications for 15 various A&F agencies. One of the key agencies within A&F is the Operational Services Division (OSD). OSD serves both business and government customers through a variety of services and programs that include managing the Commonwealth's fleet of vehicles and the COMMBUYS Procurement platform, setting the tuition prices for approved Private Special Education Programs, and management and oversight of procurements for goods and services.

OSD currently manages on of the six large-scale print centers operated within the Executive Department of the Commonwealth of Massachusetts. The Commonwealth is consolidating the print centers under the management of OSD. The consolidation will provide more efficient delivery of services to customer agencies and a more efficient and logical organizational structure. The current plan is to migrate 2 of the print centers to OSD this calendar year, although this may change based on business or operational needs. A&F IT is responsible for the applications that support the central print operation including order balancing software to balance the workload for the high-capacity printers, change of address software. Other technical support may be identified during the transition. A&F IT is also providing technical support and advice to the project given our management of one of the print centers.

A&F IT is looking to hire a proactive, detailed oriented and hands-on

Project Manager Technical Lead with a proven track record of success managing projects to assist A&F IT to identify, procure and deploy the software described above. In addition, as the supporting technologies is one component of the larger central print initiative, the

Project Manager Technical Lead will be required to assist and support OSD leadership including the Director of Central Print Operations and the Program Manager for the larger initiative.

This position will report to the Deputy Secretariat Chief Information Officer of the Executive Office for Administration & Finance.

Responsibilities include:
  • Overall planning and management of technical projects including development and management of project plans and integration of technical project plan into the project plan for the broader initiative.
  • Development of other project artifacts including project charters, project status reports, RACI charts, risk and issue registers and the development of risk mitigation plans.
  • Identification of the technologies necessary to support the central print initiative.
  • Identification of technical solutions that address the business needs of the Central Print initiative. Note the Commonwealth strongly prefers SaaS or COTS solutions.
  • Providing a detailed assessment of technical solutions including acquisition costs, operating costs, cost and resources required for ongoing support.
  • Understanding of complex technical scenarios and requirements and ferreting out obstacles to progress and suggesting alternative strategies and directions.
  • Reporting status of the stakeholders identified above.
  • Managing the implementation of selected technologies.
  • Utilizing industry best practices, techniques and standards throughout entire project planning and execution.
  • Successfully managing the relationship with the business, technical team and vendors and all stakeholders
  • Performing related duties as assigned.

Qualifications
  • Excellent leadership, planning, communication (written and verbal) and presentation skills.
  • Proven working experience as a project manager in the information technology sector.
  • Solid technical background, with understanding or hands-on experience in software development and Software upgrades.
  • Excellent knowledge about all aspects of information technology specifically with complex environments.
  • Expert hands-on knowledge of building a critical path and integrated plans.
  • Command of Schedule, Scope, Budget, Quality and Benefits at all times in the life cycle of the project.
  • Strong familiarity with project management methodologies and best practices.
  • Strong working knowledge of MS Project, Excel, PowerPoint and other Office products.
  • Demonstrated success in identifying and managing risks and issues. Strong persuasion, negotiation and interpersonal skills.
  • Excellent critical thinking, observation, analytical and problem-solving skills.
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Ability to see the big picture but also detailed oriented and able to roll up sleeves and dive into the weeds and get things accomplished. Ability to be versatile and jump between tasks without losing momentum.
  • Capability to take initiative and be self-directed: able to work alone; if needed, identify the work to be done, and take the action needed without explicit direction of the steps.
