Position Description: Client has an exciting opportunity for an energetic, passionate, and accomplished Release Train Engineer (RTE) for our pharmacy value stream. The RTE is responsible for supporting and coaching the agile release train (ART) by steering it to success and navigating the complexity of implementing a new pharmacy benefit manager (PBM) in a cross-functional environment. The Release Train Engineer helps resolve and escalate impediments, manages risk, helps assure value delivery, and drives program level continuous improvement. The RTE is accountable for the overall planning, coordination, execution, and delivery of value through the PBM integration program.

Responsibilities
  • Act as servant leader and coach for pharmacy value stream ART
  • Collaborate with Business Leads, Tech Leads, Product Owners and other stakeholders to ensure strategy and execution alignment
  • Manage and optimize flow of value through the ART and Solution Train using various tools, such as Program and Solution Kanbans
  • Establish and communicate annual calendars for iterations and program increments (PI)
  • Facilitate PI Planning readiness by fostering a continuous exploration process which drives the synthesis of a vision, a roadmap, and backlogs, and through pre- and post-PI planning events
  • Facilitate PI planning event, working with the ART team who prioritizes the features to be considered in the next program increment (PI) planning cycle
  • Ensure effective communication and coordination during quarterly planning
  • Facilitating the ART team's refinement of features to be considered in the next PI planning cycle to meet the feature definition of ready
  • Manage changes to ART's PI plan and the impacts of those changes
  • Provide regular and open communication across the program and stakeholders for transparency and awareness of progress and impediments
  • Track and escalate impediments, and drive ART and cross team planning, collaboration, and coordination to resolve impediments
  • Identify and manage upstream and downstream dependencies
  • Manage risks, including providing input on resource constraints to address critical bottlenecks
  • Drive delivery and continuous improvement by utilizing feedback and metrics (quality, delivery rate, etc.) to identify areas of opportunity
  • Work across stakeholders and teams to continuously improve
  • Ensure the overall cost, schedule, and performance of the program
  • Analyze budgets and estimates from participating teams to provide direction for the overall development of program budget and integrated financial forecasts
  • Manage program level coordination, such as creating timelines, milestones, and cadence of increments and releases and overseeing the development of reports and analyses that document program activity
  • Lead project teams and provide leadership; act as consultant/coach to management in resolving complex problems
  • Participate with management and cross-functional teams as subject matter expert to develop and improve operating policies and procedures related to Scaled Agile Framework (SAFe) and drive adoption of Agile and SAFe best practices and processes
  • Act as a galvanizing force for sharing Agile and SAFe knowledge across the organization
  • Constantly refine and stay current with emerging themes in larger Agile community
  • Develop and enhance processes, policies, and procedures to facilitate the working relationship between Enterprise Technology and its business partners
  • Support the configuration of SAFe to the needs of the organization, standardizing and documenting practices
  • Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets

Required Qualifications :
  • Bachelor's degree in Business Management, IT, related degree, or equivalent work experience. Master's degree a plus.
  • Healthcare and/or payer experience preferred
  • 8-10 years progressive work-related experience with demonstrated proficiency in multiple disciplines / technologies / processes related to the position as well as 3-5 years managing teams and / or significant complex projects
  • Proven, prior experience as Release Train Engineer for value streams and Products
  • 5-7 years Scrum and/or agile release trains preferred
  • 5-7 years Agile program and/or project management preferred
  • Experience in performing multiple PI Planning sessions
  • Experience and ability to build and sustain lasting relationships with internal clients, influence and positively deliver results and solve problems for future success
  • Demonstrated effective verbal and written communication skills for the purpose of providing and explaining technical and project related information to stakeholders, vendors, leadership, and associates
  • Ability to work in diverse, multi-disciplinary teams
  • Broad range of program management and leadership skills
  • Proven ability to balance concurrent activities
  • Strong knowledge and experience in an Agile environment
  • Understanding of how to scale Lean and Agile practices, and the unique opportunities and challenges associated with facilitating and continuously aligning a large development program
  • Certifications:
    • Certified Scrum Master (CSM) certification or equivalent
    • Certified Scrum Professional (CSP) certification or equivalent preferred
    • SAFe 50 Release Train Engineer (RTE certification) 90 Days required
    • SAFe 50 Program Consultant (SPC certification) preferred
    • ICAgile Professional Certification in Agile Team Facilitation (ICP-AFT) or equivalent preferred
    • Project Management Institute – Agile Certified Professional or equivalent preferred
