JOB DESCRIPTION The Merit Rating Board, a division of the Registry of Motor Vehicles, is looking for someone to help maintain and enhance the information technology platform for maintaining driving history records and providing services for the automobile insurance companies doing business in Massachusetts.

Responsibilities
  • Looking for someone with experience in the public sector and/or insurance industry
  • Prior experience as a business analysis and/or project management for information technology applications with the MRB or insurance
  • Some work on web presentation using HTML for the MRB website would be helpful
  • Experience with the IT interface between the MRB/RMV or outside agencies such as the courts, Office of Public Safety, and insurance companies would be helpful
  • Knowledge of SDIP/Private Passenger Insurance is preferred
  • You will support the transfer of data via FTP file platforms, web services, and web-based transactions
  • Able to create documentation for both technical and business users
  • Basic Knowledge of SQL Queries and .NET
  • Knowledge of File Transfer Process (SFTP) and Web Service functions on the technical side
  • Experience in both waterfall and iterative life cycle development preferred
  • Ability to communicate effectively with insurance partners with respect to the above
  • Prior experience as a business analysis and/or project management for information technology applications with the MRB or insurance
  • Able to work in team environments, in both leadership and support roles
  • Proactively track and measure incidents following production releases, identify potential problems and solutions, diagnose root cause, report trends and patterns, and conduct ad hoc analysis as needed
  • Leverage data, metrics, and best practices to develop and support recommendations to improve system changes
  • Perform data and system analysis, assess defects and incidents, and recommend opportunities for improvement
  • Collaborate across teams developers, testers, users to support timely and accurate implementation of system changes and build teamwork
  • Evaluate change request scoping documentation, make recommendations to ensure system changes deliver on the desired outcomes and adhere to consistent standards that align with business rules
  • Evaluate and escalate quality issues to ensure timely resolution
  • Highlight complexity, business impact and propose risk mitigation strategies for upcoming changes

Requirements
  • Bachelor's Degree preferred
  • 6+ years of progressive experience in business operations, software development, testing, product management, consulting, or related discipline in the technology sector
  • 2+ years of experience managing and mentoring others
