Senior Project ManagerBoston, MA (Must go onsite part time)1+ yearWe are seeking a Senior Project Manager to assume accountability for the successful completion of the development and delivery of a new modernized top to-bottom solution to replace a legacy system used throughout the Commonwealth. This is a high profile leadership position with the expectation that this individual will demonstrate experience managing large, complex projects. The Senior Project Manager will lead a cross-functional project team, including a third-party vendor tasked with the design and development of the application.The Senior Manager will analyze project requirements and work closely with the application architects, developers, and stakeholders to define project tasks, resource requirements, and continually manage project expectations. The Senior Project Manager will create a shared vision, influence and promote clarity of purpose, and create a sense of urgency to deliver quality and value.The Senior Project Manager is an accomplished leader who will ensure all new system development, design of new processes, and adoption of strategies that are aligned with organizational standards and IT strategies. The ideal candidate is an expert in managing all aspects of large-scale projects, including planning, execution, timing, functionality, quality, and communication to ensure consistent completion of development. It is critical that this candidate demonstrate a positive and proactive approach to change, while adapting to division culture, and a variety of personal styles.Primary Responsibilities:

  • Communicate effectively with project teams, sponsors, managers, and other stakeholders to develop complex project plans, track deliverables using appropriate tools, and report progress to stakeholders.
  • Provide direction and support to project teams.
  • Anticipate and report on project slippage, working with team members to formulate corrective actions when project deliverables deviate from the work plan.
  • Create and maintain standard project management deliverables leveraging appropriate methods and practices to manage and control the project.
  • Lead the project to a successful conclusion by facilitating scope, managing expectations, monitoring day-to-day execution, and ensuring the project is on schedule and within budget.
  • Exercise judgment in selecting the appropriate methods, techniques, and tools to meet objectives.
  • Respond dynamically to changing requirements, expectations, and priorities; manage all business objectives, technical needs, limitations, priorities, and risks.
  • Set expectations to ensure that work performed remains in scope and consistent with requirements.
  • Develop a comprehensive project plan: assignments, work structures, schedules, major milestone roadmaps, communication plans, test plans, and change control procedures.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Lead and participate in quality assurance test planning, technical publications development, system design sessions, implementation planning, and other phases of the software development lifecycle.
Qualifications:
  • B.S. in Computer Information Systems, Computer Science, Business Administration, or related field.
  • Project Management certification or successful completion of a recognized project management curriculum is required. PMP certification preferred. A minimum of 10 years IT work experience, including 7 or more years managing large scale projects.
  • Experience in leading projects and teams, managing people, and delivering results to meet project budgets and schedules.
  • Previous experience in data migration and conversion.
  • Excellent inter-personal skills: must be comfortable and successful in establishing professional relationships. Capable of negotiating and managing conflicts.
  • Skilled in problem analysis and creative problem-solving approaches that optimize quality deliverables.
  • Demonstrated written and verbal communication skills with an outstanding record of expertise in technical communications.
  • Proven experience in strategic planning, risk management, change management.
  • Exemplary time management and organizational skills, ability to manage a varied and demanding workload.
  • Ability and willingness to identify and use modern technologies or systems to supervise and monitor accurate testing.
  • Capacity to integrate knowledge of business and technology in developing solutions to meet business needs.
  • Expert knowledge of the Software Development Life Cycle and Development Methodology, Project Planning, and Management.
Technical Requirements:
  • Highly skilled in Microsoft Office 2010 in all areas: Project, Word, Excel, PowerPoint, and Visio.
  • Knowledge of Visual Studio, Sequel, Cybersecurity and Network Infrastructure standards
