The Port Huron Housing Commission is seeking a Ross Grant Resident Service Specialist. The position is part-time, 22 hours per week. The employee would work weekdays, 4 days per week, normally starting mid-morning until mid-afternoon. Applicant must be able to pass a background check and a pre-employment drug screen.

GENERAL STATEMENT OF DUTIES: The goal of this position is to significantly improve the quality of life for our residents by providing opportunities for self-sufficiency, ensuring accessibility to services they need to succeed along with providing recreational and cultural activities to decrease isolation. Responsible for providing various services for residents such as counseling and referral, generate and participate in various activities, coordinate available activities through partnerships with other agencies, provide advertisement of programs including activities and services available in accordance with the ROSS Grant requirements.

SUPERVISION RECEIVED: Work is to be performed under the direction of the Program Operations Manager or his/her designee.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

-Link residents with community services to allow them to achieve self-sufficiency.

-Maintain good working relationships with community agencies for referral purposes and participate in appropriate community meetings.

-Assist individuals and families in social and economic planning and work effectively with other agencies to achieve self-sufficiency.

-Provide assessment of residents self-sufficiency needs following up with necessary referral/case management for services to help them achieve.

-Attend and assist staff at meetings scheduled with residents at move-in and re-certification.

-Provide timely and accurate reports of service activities and time utilization.

-Perform all necessary functions to fulfill the ROSS Grant requirements, ensuring accurate data is maintained, monitored for progress of residents, and submitted for reporting by stated deadlines.

-Establish partnerships with agencies and/or work with Computer Lab Employees to implement the required components of the grant.

-Prepare all ROSS Grant information for newsletters and related resident notices.

-Provide advertisement of all programs and services available through the use of the media, attendance at events and presenting written and oral material accurately and effectively.

-Oversee the operation of the Computer Lab and its programs which provide services and activities for residents.

-Design, coordinate, and modify grant activities based upon residents needs and interests.

-Encourage the formation of resident groups and/or community-based groups for Civic Engagement, Self-Help, and/or support networks based upon particular needs.

-Follow related professional code of ethics.

-Attend required training sponsored by the Housing Commission for professional and/or program development.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill and/or ability required:

-Ability to maintain good working relationships with fellow employees and other agencies.

-Ability to create programs and activities for residents related to self-sufficiency.

-Must possess computer skills and internet knowledge and an in-depth ability to assemble data and prepare accurate reports.

-Must have strong communication skills, both verbally and written.

-Must possess and be capable of exerting problem-solving skills.

-Ability to work and network effectively with other community officials, employees, and project participants to attain goals.

-Adaptable to respond to necessary program modifications and an in-depth ability to assemble data and prepare accurate reports.

DESIRABLE EDUCATION AND EXPERIENCE:

An employee in this classification, upon appointment, should have the equivalent of the following training and experience:

-Bachelors Degree in Social Work or related field preferred.

-Two to five years experience connecting low-income families to community services.

-Knowledge regarding health, education, social service, and employment related agencies.

-Experience preferred in project management, data collection, record keeping, reporting, program improvement, evaluation, and volunteer development.

-One or more years experience working in this related field.

-Must have a valid Michigan Driver License (Operators)
