This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) ( Within Minnesota or neighboring states only; telework is not allowed in other states ) and flexible hours options are available .The Family Preservation and Disproportionality Grant and Contract Consultant will oversee and manage grants appropriated by the Minnesota African American Family Preservation and Child Welfare Disproportionality Act. This position helps the team to develop, manage, and oversee an innovative and equitable granting process to engage and support diverse stakeholder groups and communities.With a focus on culturally affirming and equitable strategies, the Family Preservation and Disproportionality Grant and Contract Consultant will be a catalyst for galvanizing internal and external partners toward the identification of needs, development of RFPs, and the grantee selection process to facilitate the selection of services and resources that support meeting the need of African American and other disproportionately represented children at risk of entering or currently involved in the child welfare system, to reduce foster care entry and reentry, support relative and family engagement, and promote achieving timely permanency and family preservation.To do this, the Family Preservation and Disproportionality Grant and Contract Consultant will work to open and facilitate ongoing dialogue with families, community-based organizations, division staff, state leaders, community leaders, practitioners, and other stakeholders to co-create and/or identify community-based strategies to support partnered and informed grant and RFP development, contracts, and provide education and technical assistance to support culturally affirming child and family well-being practices.Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Three (3) years of experience in in budgets and or grants management in the social services, human services or nonprofit management field. Experience must demonstrate:

Strong knowledge and or experience working with diverse communities experiencing overrepresentation and disproportionality in social services, human services and or the child welfare system.

Developing and managing grants, contracts, budgets and or similar financial service agreements

Excellent verbal and written communication skills.

Ability to plan, execute and meet competing priorities and deadlines in a timely manner.

Basic knowledge of federal and state child welfare statutes, particularly child protection and out-of-home placement, and permanency.

A Bachelor’s degree in business, human services, sociology or relevant field may substitute for 1 year of experience.Preferred Qualifications

Master’s degree in social work, human services administration, family social science, sociology, or related field.

Experience participating in or leading agency initiatives and projects related to child welfare, children, youth and families, and or communities.

Strong group facilitation skills in setting project goals, expectations and planning time lines.

Ability to write summaries, reports and other documents in a clear, concise and professional manner.
