Google/Facebook Ad Campaign Designer

I am an artist who sells online through my website and posting on Facebook. I draw from all over the country and know I could hit a larger market if I advertised but am not sure exactly the best way to do that. I would like to have display ads because when people see my art, that usually gets them to buy since a visual is more appealing. I am looking for someone who has experience in creating Google/Facebook Ads and knows where to place them, etc. I am looking for someone to do this and if it works well after the first campaign, I would love to keep going with that person. I am not sure what the going rate is for this work but I want to be competitive and am open to paying a rate that works for the person hired.
