About USCB DGOUSCB DGO, a function within US CBORC (Consumer Banking Operational Risk and Control) organization, drives consistency in addressing data-related issues within the U.S. Consumer Bank. The USCB DGO is a team of professionals with responsibility to improve the effectiveness and efficiency of our data environment through a common infrastructure, quality control monitoring, and implementation of the Manager’s Control Assessment, end-user computing governance, data quality risk metrics and issues management. It is a critical strategic organization that supports Citi’s Chief Administrative Office and Data Governance Program, ensuring the data management risk profile within the US Consumer businesses are well understood and well managed. As a First Line of Defense function, USCB DGO builds trusted relationships with Business and Data Product Management teams, Process and Technology Owners as well as Global partners such as GCB DGO, CAO, EIO&T, and GCT.Essential Responsibilities: Organizational Scope and AccountabilityAs a senior leader with the USCB DGO, the Senior EUC Governance Manager is responsible for developing and managing USCB EUC program visibility, action planning and issue management of EUC-related regulatory (Part 30) and delivering of EUC training across USCB LOBs & GCB NAM Ops & Fraud to ensure EUC Program awareness and CEUCP adherence.

This role will be responsible for all key EUC regulatory, policy, and other initiatives impacting USCB LOBs while providing oversight for staff that supports end-to-end lifecycle of USCB EUCs (EUC avoidance, identification/registration, quality assurance, controls, rationalization, remediation, exceptions, and challenge processes).

Identify, evaluate, and prioritize control gaps between CEUCP changes and current state EUC processes across USCB, spearhead creation and deployment of both short and long-term plans to address control gaps through implementing repeatable processes as well as standing up/refining ARCMs to mitigate and manage risks.

Work with Managing Directors, Directors, and their teams across all USCB LOBs (CRS, Retail Bank & Mortgage, Branded Cards) including their Ops & Fraud partners as well as represent USCB LOBs to global partners such as CAO, GCB DGO and the second and third lines of defense (i.e., Internal Audit, Compliance, Legal, Finance, Operational Risk, Credit Risk).

Provide program and project management leadership for EUC Change Management including Regulatory initiatives, Automation and Digitization of processes and controls, managing Issues/Correction Action Plans (CAPs) with internal & external partners, EUC Budget and Capacity planning, managing reporting & communications with and for a variety of stakeholders, including senior LOB leadership (e.g., USCB Data Governance Executive Forum).

Develop near-medium-long-term action and resource (FTE, funding) plans and partners with large/complex country, region, or business requiring coordination and execution across units. Action plans are typically to address regulatory requirements and commitments under Matters Requiring Attention (MRAs), Corrective Action Plans and Business re-engineering initiatives.

Review, understand and educate teams on new MRAs and MRIAs. Determine the impact of new letters to USCB LOBs and develop reporting and communication routines to disseminate information and begin work.

Manage multiple global program efforts including the identification of USCB EUCs related to critical business processes, establishing communication, and reporting routines, identifying critical skillsets gaps across lines of business and management, and identification of large solution patterns which can be applied to eliminate high volumes of EUCs. This includes project plan development, risk mitigation, change management planning, stakeholder communications and oversight of identification and remediation activities.

Prepare and present recurring updates for executive management of LOBs and global partners; tracks progress and issues being managed by other areas such as business, GCT, GCB DGO, EIO&T, and Chief Administrative Office to identify emerging risks.

Ensure accuracy and consistency of executive level scorecard metrics and progress updates that are presented and reviewed at Citi-wide oversight and governance committees.

Assemble and lead teams of cross-functional stakeholders to confirm EUC scope, identify potential roadblocks, and develop and implement remediation activities within aggressive timelines as may be required by regulators, Citi policies, or internal partners (CAO, GCB DGO, IA, EIO&T, and others).

Lead and manage communications with a variety of stakeholders, including senior leadership; these communications include standardized issue documentation, dashboards, templates, reporting, and forums to provide senior management and business owner issue awareness (number, severity, status) and action.

Engage key functional partners like Business Control, Compliance, Business Operational Risk Management, Enterprise Risk Management and Legal to ensure franchise and other key risks are evaluated and mitigated.

Establish Data Quality checks and routines to ensure EUCs are correctly classified, controlled and solutioned.

Develop and implement USCB playbook for EUC Program management and work with GCB DGO and other regions and sectors within Citi to share and learn best practices.

Manage global teams consisting of both direct and indirect resources to achieve program goals while balancing delegation and oversight with hands-on involvement.

Job Skills / QualificationsBachelor's degree in Business, Computer Science, Engineering, Information Technology, or related work experience. MBA and/or Regulatory experience preferred.

Comprehensive understanding of data and end user computing (EUC) management and governance principles. Requires thorough understanding of strategic direction of the function within the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise.

At least 5+ years of business experience in audit, risk and control, compliance, program or regulatory management in consumer banking, financial services, or related functions/industries.

Experienced people manager who comes up with new and better ways to develop staff skillsets and champion employee growth.

Strong communication (written and oral), reporting, presentation and influencing skills. Proven ability to autonomously create clear written communications (Samples of prior work will be requested).

Extensive large-scale project or program management experience with the proven ability to develop action plans and drive a diverse group of stakeholders to achieve milestones and deadlines.

Strong planning and coordination skills for creating brand new global cross-functional processes and activities.

Strong investigative and analytical skills for EUC solution identification, implementation and tracking of effective remediation, and design of sustainable processes.

Assertive and self-confident to challenge status quo and propose diverse ideas within existing processes and business practices.

Pragmatic problem-solver, forward thinker with knowledge of broader consumer financial business models and operating risks.

Strong relationship management skills with ability to deepen relationships and build partnerships across USCB LOBs, their Operations & Technology partners, and global partners such as CAO, GCB DGO, and key support areas such as Audit, Compliance, Chief Administrative Office, other Sectors, Control, Independent Risk, and Legal.

Proven track record of strategic thinking and tactical planning for developing multiple approaches to solve issues and make recommendation to senior leadership.

Working knowledge of Citi’s Data Management and EUC Policies, Data Governance and EUC Programs and Global Consumer Bank business operations is a plus.

Six Sigma, PMP, or other relevant data management and quality assurance training is a plus.

Occasional travel may be required.
