This position will monitor construction surveillance performed on the construction site, and consolidate and report findings with recommendations to the Construction Site Security Manager (CSSM). You will conduct risk analysis to determine the level of surveillance coverage and types of inspections required throughout the construction life cycle. Duties- Assist the construction site security manager with day to day security coordination and management, to include operation and administrative report preparation.
- During the construction phase, ensure daily monitoring and reporting of all security anomalies/activities and preparation of daily security reports. Report security anomalies to the CSSM.
- Review construction drawings and identify any potential security issues; Interpret blueprints and technical specifications to determine problematic issues related to construction site surveillance.
- Identify and assess potential locations for clandestine technical surveillance devices, unauthorized materials, and/or Improvised Explosive Devices.
- Produce and review detailed reports and the analyses of issues, findings, and security situations which require action. Report security issues and concerns to the CSSM.
- Assist with the development of security requirements for the N2W Construction Site Security Contract .
- Ability to stand/walk/climb ladders for extended periods of time and work in inclement weather.
- Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
- Shall have demonstrated at least 7 years experience as a CST.
- Experience in the assessment methods used to detect unauthorized materials or devices in a construction environment.
- Experience in the application and usage with the Intelligence Community Directive (ICD)/Intelligence Community Standard (ICS) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) and accompanying policies and procedures.
- Shall be trained in surveillance and the construction trade to deter technical penetrations and thwart implanted technical collection devices.
- Demonstrated experience in Construction Surveillance techniques and reporting, and developing CST Standard Operating Procedures.
- Successful completion the Department of State (DoS) Construction Surveillance Technician Course.
- Possess Bachelor's degree in -Criminal Justice, Security or a related security discipline.
- Experience as a CST Team Lead, managing CST operations on a large construction project.
