JOB SUMMARY: This position has overall responsibility for the family & community engagement program requirements in both Ravalli and Missoula County. This includes planning, implementation & evaluation of services for enrolled families and their children.

PRIMARY RESPONSIBILITIES:

Has primary responsibility for the following areas in the Head Start Program Performance Standards:

Family & Community Engagement Services

Family engagement

Parent activities to promote child learning &development

Family partnership services

Community partnerships and coordination

Transition Services

PROGRAM DEVELOPMENT

1. Organize and implement a plan for the administration of Family & Community Engagement services. Assist the staff in all program options to implement these services.

2. Develop, revise and implement Family and Community Engagement related policies and procedures as needed.

3. Maintain updated information on community resources and establish working relationships through contractual agreements as appropriate.

4. Develop and implement a plan and system of continuous monitoring and evaluation of activities within the program.

5. Participate annually in program planning including community needs assessment, goal planning, training plans, and self-assessment.

PROGRAM IMPLEMENTATION

1. Identify and work with staff to familiarize parents with the public and private social service resources available to them in the area, so that the needs of the children and families are met quickly and effectively.

2. Assist staff in the implementation of Family & Community Engagement services by:

a. Providing information, education and resources to staff.

b. Evaluating special social service needs of families.

3. Encourage families to participate in all appropriate activities.

4. Coordinate participation of Community Service volunteers, interns, volunteers and Work Study participants in the various training programs and volunteer opportunities available

5. Assist families in leadership and advocacy at Parent Committee, Policy Council and other parent leadership opportunities.

RECORD KEEPING

Keep complete records and documentation as required.

Assist with, and monitor updated family & community resource tracking systems.

Work collaboratively with staff to maintain in-kind records for the program.

Submit monthly monitoring reports, as required.

HUMAN RELATIONS

1. Must maintain confidentiality. Use discretion and confidentiality with matters

of families and program as appropriate. A signed confidentiality agreement form is required.

2. Establish and maintain a relationship of trust with families.

3. Establish and maintain professional boundaries with parents when handling program and personal issues.

4. Communication techniques and expectations:

a. Model effective communication

b. Use appropriate channels and staff to problem-solve and refer families.

c. Meet problem situations with understanding and diplomacy.

d. Use a professional attitude and approach to working with parents, co-workers and community volunteers.

e. Participate and promote a positive working relationship with all staff and families.

PROFESSIONALISM AND WORK PLACE CONDUCT

1. Attend and actively participate in required meetings, workshops,

trainings, in-service trainings, committees, etc.

a. Initiate and assume responsibility for own learning to keep current of job related issues and best practices.

b. Seek training and/or assistance to implement improvements when needed.

2. Support all program activities, know and promote the goals and objectives of Ravalli Head Start Inc. Be completely familiar with and adhere to the Performance Standards and Work Plans.

3. Be familiar with and adhere to Program Policies and Procedures.

4. Cooperate with co-workers and respect their opinions and contributions. Share materials and ideas readily with co-workers.

5. Use a professional attitude and approach to working with parents, co-workers and community volunteers.

6. Manage time and prioritize a busy schedule.

SUPERVISION

1. Plan and direct the work of Family & Community Partnership Coordinators across Missoula and Ravalli County.

2. Develop and update job description as needed.

3. Set job standards and submit performance appraisals in a timely manner.

4. Make appropriate personnel decisions that do not require higher approval, and submit others as a recommendation to the immediate supervisor.

5. Exercise direct supervision over FCP Coordinators, and volunteers that work directly with the Family and Community Engagement component.

TRAINING

1. Obtain First Aid and CPR certification during probationary period and keep current.

2. Obtain knowledge of state and federal regulations pertaining to child abuse and neglect and abide by reporting standards.

3. Determine appropriate training needs to meet the program goals and objectives, and make the necessary recommendations

4. Develop in service training programs and orientation for staff.

5. Develop and deliver orientation for volunteers.

6. Attend any training, workshops and meetings as deemed necessary by the supervisor.

KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE:

Knowledge of human development.

Knowledge of the functions of social service agencies.

Knowledge of Head Start/Early Head Start or other comparable early childhood development programs.

Knowledge of family systems

SKILLS:

Use of computers, office machines, and word processing programs.

Effective communications skills with staff, families and volunteers.

Effective Program and Project Coordination.

Organizational skills to manage a busy schedule and workload.

ABILITIES:

Ability to recognize problems in the area of social service needs.

Ability to relate well to and maintain effective working relationships with children, parents, staff, and other agencies.

Ability to communicate effectively, ability to gather and analyze information and make concise, accurate reports and recommendations.

Ability to exercise professional judgment, and maintain all information in strict confidentiality.

EDUCATION AND EXPERIENCE:

The above knowledge, skills and abilities are usually acquired through a BS or BA in Human Services or a related field and some adult education and early childhood experience. Experience to include demonstrated ability to provide family advocacy and coordination of service delivery to families of children in the programs. Other combinations of education and experience, which could provide these knowledge, skills and abilities, will be evaluated on an individual basis.

SPECIAL AND/OR PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

Essential physical requirements:

Ability to lift/carry 50 lbs.;

Sufficient mobility and strength to perform job duties;

Sufficient vision and hearing to perform job duties;

Sufficient manual dexterity and eye-hand coordination to perform job duties;

Have clear vision for close tasks such as working with computers. Keyboards/screens and paper documents.

The position is within a business office and child care setting with computers, printers and light traffic noise levels.

This position requires some night hours and weekends for Parent Committee activities and other family events as necessary.
