DescriptionUnder general supervision, reviews air quality permit applications and drafts air quality operating permits for sources discharging pollutants into the air to ensure compliance under the Clean Air Act. Monday – Friday – 8:00 a.m. – 5:00 p.m. – Flexible Schedules – After 6 month probationary period 10 hour workdays may be available. Job location is 1200 N Street, Downtown. Environmental Quality Programs Specialist I - $21.085 Hourly Environmental Quality Programs Specialist II - $22.665 Hourly Hiring classification and salary dependent upon selected applicant's qualifications and experience Examples of Work Review operating permits applications for existing sources of air pollution. Determine applicable requirements in accordance with Title 129, Nebraska Air Quality Regulations, and federal regulations. Draft concise and enforceable operating permits with appropriate conditions. Make recommendations for permit issuance or denial. Work with applicants to obtain appropriate information needed to prepare operating permits, including establishing due dates for submitting additional information. Conduct reviews of draft permits written by others for accuracy, consistency, and content as necessary. Confer with and advise the regulated community on technical requirements in the area of operating permits. Give presentations and provide testimony at public hearings in areas of responsibility. Assist in regulatory planning and development of the air permit program. Minimal travel. Qualifications / RequirementsREQUIREMENTS:ENVIRONMENTAL QUALITY PROGRAMS SPECIALIST II Bachelor of Science Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering or a related field consistent with the duties of the position, including soil science, chemistry, geology, hydrology, limnology, biology, statistics, technical writing, resource planning and computer programming field AND one year of fulltime professional experience in a related field, consistent with the duties of the position. NOTE: Experience may be substituted for education on a year for year basis. ORENVIRONMENTAL QUALITY PROGRAMS SPECIALIST I Educational - Same requirements as Environmental Quality Programs Specialist II Experience - No years of experience. Experience may be substituted for education on a year for year basis.PREFERRED: Thorough knowledge of principles and practices of air quality management, and state and federal air pollution control rules and regulations; Excellent skills in written and oral communication, and in making decisions based on analytical judgment; Experience writing technical reports. OTHER: Valid driver's license or the ability to provide independent transportation. Ability to lift 35 pounds; able to climb, bend, stoop; able to work in outdoor temperature extremes; Able to walk on muddy, icy, uneven terrains and steep slopes to accomplish tasks; regular and reliable attendance required. Knowledge, Skills and AbilitiesKnowledge of: Principles and practices of air quality management, and local, state, and federal air pollution control rules and regulations Skills: Excellent communication skills; analytical and judgment skills; computer skills Ability to: Read, write, and understand technical reports; interpret complex environmental regulations and prepare concise and enforceable air quality operating permits.
