OverviewNelnet Diversified Solutions, NDS, takes an Agile-minded approach to a traditional Project Management Office (PMO). The Program Administrator role oversees the administration needs of projects and programs to support overall governance and effective performance management. They are responsible for supporting a common set of best practices, lightweight standards, processes, and templates for project, program, and portfolio tracking. The Program Administrator provides daily ongoing configuration, support, administration, maintenance and technical solutions to the toolset used within the PMO to house and manage processes and metrics.This position requires work in support of the Company’s contract with the United States Department of Education (“ED”). As such, the United States Government requires that any applicant for this position must complete United States Government security clearance. Effective June 1, 2018, ED has informed Nelnet that security clearance applications for foreign nationals are not being accepted or processed. In light of this direction from ED, Nelnet will be unable to hire applicants without United States citizenship for such positions.Responsibilities

Assists Program Managers in providing support and administrative duties for active programs.

Manage and control documents, such as form templates, reports, plans and schedules.

Close partnership with development teams, Scrum Masters, Product Owners and Program Managers supporting active programs to ensure adherence to standards.

Coordinate release and change processes through non-production and production environments according to release and change management policies and procedures.

Assist program managers to coordinate IT implementations and validate deliverables are met.

Document and evolve nuanced development lifecycle methodologies to meet business objectives across a variety of programs.

Perform gap and current state analysis, develop process requirements, design, prototype, test, train, and define support procedures and implementations related to the program Software Development Lifecycle.

Administration, training, and technical support for users with varying levels of IT knowledge of Program Office tools, e.g. Confluence, Jira, TFS, MS Teams, and SharePoint.

Administers document management software applications to keep the content organized and user friendly. Adept at incorporating workflows and building visual aids.

Keep abreast of advancements and changes in the Program Office tools to develop an understanding of how new features can be leveraged to provide business solutions.

Develop and utilize reporting metrics for monitoring and analysis.

Assists in the development and maintenance of the standard dashboards and metrics used to support the programs.

Performs value stream mapping exercises for all processes owned within the Program Office for the purpose of streamlining and eliminating waste.

Possesses and continually builds business acumen including student lending industry knowledge and the operational areas and systems Nelnet currently uses to successfully service student loans.

Experience with secure development practices, scanning tools, NIST and other control standards related to software development.

Provides clear and concise verbal and written communication tailored to the appropriate audience ( technical and non-technical ).

Working knowledge of Agile

Fosters open communication and teamwork

QualificationsEDUCATION:Bachelor’s Degree and/or commensurate experience.EXPERIENCE:

Experience in working in a collaborative, team-based development environment.

Good working knowledge of word processing and spreadsheet tools, SQL, HTML, Adobe Acrobat, and the internet.

Experience designing and implementing workflows, dashboards, Kanban and/or Scrum Boards.

Experience writing queries and reports with MySQL, T-SQL, PL-SQL, and utilizing Power BI.

Working knowledge of Agile methodologies and best practices.

Experience developing and enhancing complex processes using value stream mapping or similar lean approaches.

Significant change management or release management experience.

Experience working across multiple functional areas to achieve a common business purpose.

Extensive knowledge of Atlassian products, Team Foundation Server, or similar collaboration tools.
