We work at the forefront of global health by helping clients understand and address the specific needs of diverse populations and complex health challenges.Will consider RemoteThe Project Director/Chief of Party will manage the anticipated five-year, USAID-funded $50-100 million Localize Global Health Security (LGHS) project. This project will work with local partners in focus countries in Africa and Asia to strengthen critical health security capabilities as defined in their national health security action plans and contributing to their Global Health Security Agenda 2024 targets. Building capacity and achieving these targets is critical to strengthening and sustaining country, regional, and global preparedness for pandemic prevention, detection, and response. LGHS will support country-level progress against country-driven priorities.The Project Director (PD), COP will provide leadership, technical direction, corporate accountability, and external engagement for LGHS, including liaising with USAID Washington and USAID missions; country, regional, and global partners; country counterparts and grantees; and other USAID implementing partners. The PD will ensure that technical support and grants achieve project objectives; provide management oversight to staff and subcontractors; and ensure quality control, financial management, and contractual compliance. The PD will set a positive tone for the project that inspires staff to champion the spirit and goals of USAID’s efforts toward localization and locally led development. The position is based in Rockville, MD with international travel. The position reports to the Infectious Diseases Portfolio Lead within ICF’s International Health and Development Division.Responsibilities: In collaboration with USAID, project partners and external stakeholders, the Project Director is responsible for driving, articulating, and implementing a strategic vision for the overall project. This role will coordinate the provision of technical services, grants under contract, and all project activities. Responsibilities include but not limited to the following:Liaise routinely with the client on project planning, execution, contract, grants, budgeting, and other high-level issues.

Ensure productive relations and open communication with subcontractors.

Cultivate relationships with key stakeholders across countries and LGHS technical areas.

Directly and indirectly supervise project staff, including onboarding, career development, and performance management.

Set direction for annual work plan development, implementation, monitoring, and reporting.

Foster the project’s thought leadership across the consortium and in collaboration with local partners, addressing the technical areas in Global Health Security and the process of increasing locally led development.

Represent the project at outside meetings, conferences, and other client-endorsed events.

Required Experience and Qualifications:A minimum of a Master’s Degree in organizational development, public health, management, or a related field.

A minimum of 10 years of experience working on international projects related to capacity strengthening and/or public health.

A minimum of 5 years of experience as lead or deputy lead for projects with similar scale, scope, and complexity.

Familiarity with USAID’s operating environment, policies, and initiatives.

A demonstrated ability to manage multiple partners across different countries/geographies.

A demonstrated ability to create and maintain effective working relations with local partners

Preferred Experience and Qualifications:Experience living and working in Sub-Saharan Africa or Asia.

Experience with Global Health Security Agenda programs.

Experience with grants programs.

French language skills.
