The Director, Digital Transformation Management Office (DTMO) will lead teams of professionals that manage the successful execution of client’s Digital Transformation (DT) portfolio within Technology and Security (TS); inclusive of project, program and change management professionals to develop and optimize standardized management methods and practices to ensure the effective and efficient delivery of assigned initiatives.The Director, DTMO oversees and ensures the delivery and governance for DT projects and programs by establishing standards, processes and tools for effective project delivery. The DTMO is accountable for the delivery of transformation projects and programs in support of the transformation of clients to a digital utility.This role oversees and leads the change management practice of the DTMO. The director will be responsible for the development and management of DTMO KPI’s to ensure optimized and effective management of these resources and will lead the acquisition and management of strategic partners to deliver on initiatives. This position will drive excellence and execution efficiency in partnership with the Technology and Security PMO (TS-PMO) and in collaboration with the business. Position Specific Responsibilities/Accountabilities:1. Build and maintain a competent/capable team of staff in alignment with client’s leadership expectations, practices, and guidelines. Effectively apply client’s Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff. Collaborate on the development and implementation of Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc… (Completed Annually) Support and champion development of personnel.2. Design and implement end-to-end DTMO Policies, associated processes, project methodology resources, and any supporting technology solutions to identify, assess/measure, prioritize, execute, and effectively resource and deliver BU specific or BU sponsored initiatives within the purview of the DT portfolio. Develop an intake, assessment and prioritization process for a portfolio of projects that support strategic alignment and assurance and the annual budgeting process, while informing the Sr. Director DT on longer (1-5 Year) budgetary planning considerations. Ensure clear and explicit priorities are agreed to and effectively communicated based on the Portfolio and Program level initiatives. Ensure the creation of a DT portfolio, in collaboration with Enterprise Architecture & Strategy, with overall alignment and collaboration with the business. Provide consultative services on project design and delivery considerations. Ensure the availability of a robust library of best practices, resources and toolsets to leverage for projects being run/managed Effectively resource the DTMO with professionals accountable to support the development of business case proposals, business decision templates, comprehensive plans, timelines and milestones, measurements/metrics of success, and resourcing requirements for DT’s portfolio of projects. Synthesize reporting of the DT portfolio to inform on project health, budgetary alignment and potential conflicts in resourcing, feasibility of schedules, dependencies, and other factors that may impede the successful delivery of portfolio outputs. Monitor and track portfolio progress, modify and recommend appropriate actions to keep schedule discipline on plan for all initiatives. Ensure team members identify, manage, and mitigate project risks consistently and elevate to the applicable Enterprise Risk Management Committee(s) when appropriate. Hold team accountable to prioritize safety and security on all projects through integration of applicable policies, procedures, and practices.3. Accountable to appropriately resource programs and projects for DT in partnership with BU resource managers. Ensure all assigned projects are effectively resourced and deliver comprehensive planning, execution, coordination and reporting throughout the lifecycle of the project. Oversight over the development of processes and tools, ensuring compliance with programs and project management methodologies, standards, governance, and tools to achieve the operational, financial and project quality goals. Ensure a robust project change control process exists to manage changes to project scope, critical path, and/or cost. Ensure all projects plan for and incorporate a focused and intentional organizational change management experience. Capture project lessons learned and leverage those learnings to quickly and continuously improve DTMO processes and procedures.4. Ensure effective collaboration and integration of various “client-specific” systems/methodologies and discipline focused Centers of Excellence (CoEs). Disciplines may include, but are not limited to: Change Management, Risk Management, LEAN methodologies, Org Design practices, Innovation, etc… Collaborate with client CoEs to identify opportunities and appropriately integrate their expertise and services into initiatives and projects. Integrate training opportunities as required to develop, maintain, and promote CoE disciplines and services.5. As the accountable leader of program governance to the DTMO, this position will serve as a core member of requisite Steering Committees to drive desired outcomes across the portfolio and District.6. Accountable for leading the identification, acquisition and onboarding of Strategic Partner and IT vendor management teams enabling the DT portfolio. This includes scoping, contract management, engagement performance, relationship and risk management. The director provides leadership and oversight of DTMO change management and communications activities, including activities that support and advance business partner communication priorities, that ready the organization for technology change. General Responsibilities/Accountabilities: 1. Safety: Promotes and adheres with the District’s Safety Manual. Ensuring all internal controls, policies/procedures, and standard practices do not conflict with applicable compliance requirements. 3. Communication: Lead the effective design, delivery, and reinforcement of Divisional & Corporate communications to assigned staff/team members in alignment with expectations regarding timing, audience, confidentiality, frequency, and format. Provide opportunities for individual staff members to discuss implications in a confidential 1:1 manner (As Needed). 4. Continuous Improvement: Lead initiatives to research, identify, and implement opportunities to enhance the operational effectiveness of assigned function(s). Accountable to foster an environment for the assigned area, workgroup, or function that ensures opportunities are identified and implemented when possible. 5. Fiscal Accountability: Accountable for the design and ownership of allocated budget. Ensure topics such as the development and enhancement of talent, technology, products, products and service are aligned to client’s & Business Unit’s strategic plan. Monitor and report on status on budgetary status. (Variance to Plan/ Capital Expenditures/ OM&A) 6. Cross Functional Working Relationships (CFWR): Define, assign, and ensure adherence to all assigned/applicable CFWR for self & assigned functions/teams. Work collaboratively with Executive and peer representatives to identify and define effective and efficient working relationships, service levels, and expectations across client. 7. Work Assignment: Nothing in this job description restricts management’s rights to assign or reassign duties and responsibilities at any time.3Minimum Qualifications:Required: Bachelor’s degree or a combination of education and work experience that provides the necessary skills to perform the essential job functions Ten (10) years project management experience of large, complex, critical technical and strategic projects, with a minimum of five (5) years leading a Program/Project Office function. Seven (7) years of people manager experience Experience project managing > $2M+ projects with project teams of 10 or more Proven ability to develop relationships and clearly communicate technical issues with internal and external customers in ways that can be understood by non-technical audiences Strong knowledge of end-to-end IT software and systems solution delivery from idea conception, design, development and transition into production operations and maintenance Proven experience acquiring and managing industry-leading Strategic Partners and/or System Integrators Must be able to act as a strategist, advisor, and decision maker through involvement with all areas of TS and other business units, with an ability to influence, lead and support change.Desired: Project management delivery in the utility industry Project Management Professional (PMP) certification Advanced degree in business, technology or engineering ADKAR, ITIL, or COBIT certifiedKnowledge/Skills/Abilities: Knowledge of and experience in leveraging monitoring and management tools, deployment processes and tools Knowledge of Service Delivery (DevOps) and technical quality control processes, artifacts and related tools Strong executive presentation skills. This position is considered a “non-essential position” however; this position may be required to report to work to support the restoration of normal business operations.2. Maintain regular and predictable attendance in alignment with Departmental policy.3. Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.
