Hourly Rate: $63 W2; $72 CTC/1099 Job Description: The Nevada Department of Motor Vehicles (DMV) is undertaking a multi-year comprehensive transformation of its systems, environment, and business structure. DMV is emphasizing a complete overhaul of service offerings that focus on a new way of business. Centered around an online strategy wherever possible, this customer-focused model will be the "North Star" for all efforts. This position is needed to support this transformation and will work in one or more key initiatives under the overall program. The key initiatives are: Initiative 1 Program Organization; Initiative 2 Customer Experience Transformation; Initiative 3 Data Cleansing; Initiative 4 Finance and Accounting Transformation; Initiative 5 Driver Licensing/Credentialing Transformation; Initiative 6 Titling/Registration Transformation; Initiative 7 Compliance/ Enforcement and Motor Carrier Transformation. Acquisition of the new solution is expected to be completed in 2021 with a multi-year implementation through June 30, 2026. ii. Scope of Work Participate as a scrum team member in an Agile implementation of a cloud-based solution Document changes and follow protocols established by Nevada DMV Follow guidelines established by Nevada DMV Must be able to analyze business processes and business rules without documentation Provide application support and development to include software design, interface development, and coding, as well as testing and implementation in the assigned program area Must be able to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements. Participate in business requirements and process review sessions for the assigned program area or sprint Coordinate with DMV Stakeholders and Vendors in the assigned program area Communicate with testers and MVIT through the testing and transformation processes. Follow up with testing to make sure changes are working well and does not have any other negative impact to performance. Provide status reports as required by DMV personnel. Special Project tasks within assigned program area. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency and the assigned program area iii. Deliverables Analyze, design, configure, review and modify web-based application and third-party solutions as required by the DTE Test and promote changes based on vendor lead build cycles after each successful sprint. Weekly status reports to include, but not be limited to: Overall completion status of the project in terms of the approved project plan and schedule; Problems that were encountered and proposed/actual resolutions; Issues that need to be addressed; Accomplishments during the period; and Activities to be accomplished during the next reporting period. Provide training requirements for end-users. Required Skills:
- Must have a Bachelor's degree in computer science, or any other equivalent degree with a minimum of five (5) years of enterprise-level programming experience. (5 years)
- Must have experience analyzing, developing, implementing, maintaining, and modifying computer operations, systems, networks, databases, applications, and/or information security. (5 years)
- Must have experience developing web applications in Java, JavaScript, C+, and SQL; experience designing and developing reports within SSRS; a working knowledge of XML, N-Tier architectures and Web Services. (5 years)
- Must have a working knowledge of Agile Scrum, Waterfall and the Software Development Life Cycle. (5 years)
- Excellent in developing and maintaining online and workflow systems using integration technologies such as MuleSoft. (5 years)
- Expertise in Jira and Confluence. (5 years)
- Expertise in debugging. (5 years)
- Expertise in designing conceptual, logical and physical designs for various database objects. (5 years)
- Excellent analytical and communication skills required to effectively work in the field of web-based applications development and maintenance. (5 years)
- Excellent at Understanding Integration Technologies, application-to-application exchanges and workflows. (5 years)
- Must have good communication, documentation and user requirement gathering skills. (5 years)
- Excellent in deriving and understanding business rules by reviewing existing programs with minimal documentation. (5 years)
- Expert level experience with Salesforce (5 years)
- Manage Salesforce.com data feeds and other integrations (5 years)
- Experience developing solutions on integration platforms, preferably MuleSoft, Boomi, Informatica, TIBCO, Software AG, CastIron, Jitterbit, or similar products (5 years)
- Background in API design, application architecture, design, and object modeling (5 years)
- Familiarity with cloud-based and on-premise enterprise applications (5 years)
- Fluency in the development and use of solution architecture frameworks, patterns, and best practices to drive business transformation. Familiarity and exposure to Enterprise Architecture frameworks and methodologies (Zachman, TOGAF, Gartner, etc.) (5 years)
- Build cloud native microservices architecture for data with focus on IaaS, metadata driven frameworks and DataOps (5 years)
- Design, build and own data models, data flows, and integration patterns for the data lake, data warehouse, and consumption data layers. (5 years)
- Demonstrate mastery across several different regulations (GDPR, HIPPA, FedRAMP, PCI, SOX), cybersecurity standards (NIST 800 series, NIST Cybersecurity Framework, Cloud Security Alliance STAR), and compliance standards (ISO 27001, SSAE 16 SOC 2) (5 years)
- Technical skills including familiarity or direct technical experience with Identity and Access Management, Data Protection and Vulnerability Management technologies are a plus (5 years)
- CISSP, CISA, CISM, CRISC, and other security certifications, e.g. GIAC preferred (5 years)
- Experience managing Salesforce.com data feeds and other integrations (5 years)
