ABOUT THE POSITIONThis position plans, organizes and administers the records management division and associated administrative, legal, budgetary, business, analytical and liaison activities for the effective functioning of the Clark County Clerk's Office; directs a variety of analytical, technical, and interdepartmental coordination activities; performs project management, and manages staff; directs specified operational functions through subordinate supervisors; oversees and performs managerial, operational and other analysis in support of departmental programs and activities. This examination will establish an Open Competitive and Promotional list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by the Office of Human Resources. Human Resources reserves the right to call only the most qualified applicants to the final hiring interview.MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Business or Public Administration, or a field related to the work AND a full-time combination of administrative and management support experience totaling five (5) years, two (2) years of which were in a supervisory/management role. An equivalent combination of formal education and appropriate related experience may be considered. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Periodically after employment background investigations may be conducted.Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.EXAMPLES OF DUTIESUnder general direction from the County Clerk or Assistant County Clerk, assists with the development and implementation of goals, objectives, policies, procedures and work standards for the department. Assists with the planning, preparation and administration of the department's capital, operational and supplemental budgets. Provides input into goals, objectives and budget development for the department's strategic plan. Plans, organizes, administers, reviews and evaluates the activities of professional, operational and courtroom support staff either directly or through subordinate supervisors. Maintains current knowledge of laws, regulations, statutes and codes affecting records management and recommends modifications or revisions to management to improve effectiveness and efficiency of operation. Prepares work schedules and cost estimates for projects and monitors project progress against schedules and cost. Recommends selection of staff; directs the training of staff and provides for their professional development. Ensures effective morale, productivity and discipline of division staff. Coordinates division staff meetings and the dissemination of information. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Interprets County policies and procedures to employees and ensures that departmental activities are in compliance with codes, regulations, statutes and procedures. Directs the preparation and distribution of requests for proposals for professional services; analyzes proposals and negotiates and administers resulting contracts. Directs the planning, acquisition and maintenance of all physical space and equipment required by division staff. Performs analyses, coordinates projects, reviews and ensures that project results are professional, valid and able to be implemented. Organizes and participates in various committees and task forces; organizes activities and provides for staff support; prepares or reviews a variety of narrative and/or statistical reports, correspondence, agenda items, policy papers, presentations and other written materials. Directs, conducts and participates in various managerial, operational, budgetary and other analyses; collects and reviews data and evaluates alternatives and recommendations. Oversees specified long-term and short-term projects; represents the County and the department in meetings with other departments and agencies. Monitors legislative developments related to judicial functions, evaluates their impact upon departmental operations and initiates appropriate policy and procedural improvements. Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle to various work sites.PHYSICAL DEMANDSMobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
