SENIOR ANALYST - OPERATIONS RESEARCH:

Bowhead seeks a Senior Analyst - Operations Research for the Joint Center for Electromagnetic Readiness (JCER) to join our team.

Responsibilities

• Apply understanding of current service capabilities and tactics with knowledge of vulnerabilities in the presence of threat EW in order to make recommendations to service or joint tactics, weapon schools, or publications based on findings of JCER evaluations• Analyze threat data and control receipt and dissemination of foreign intelligence information• Evaluate emerging EMSO threats in order to present findings, conclusions, and recommendations based on evaluation results• Conduct tactical, operational, and strategic level research concerning impact of existing and emerging EMSO threats to joint operations• Perform EMSO evaluation planning, analysis, and report writing• Perform scientific work requiring design, development, and adaptation of mathematical statistical models and other scientific methods and techniques with current, usable knowledge of mathematical and statistical software package such as: JMP, SAS, EXCEL, MATLAB• Work with SMEs, Analysts, and Military to define data requirements for data collection purposes and maximize opportunity for statistically significant results• Validate effectiveness of data collection for post-event analysis• Serve as lead author for analysis portion of evaluation plans and reports• Identify requirements for specialized data analysis software and other tools• Conduct analysis, research, and studies to identify evaluation objectives and recommend alternative courses of action• Develop detailed data collection and data analysis plans to explicitly state how JCER will collect, manage, store, control, and analyze data for each evaluation event, maximizing use of existing data management tools and assisting with new database designs and data extraction• Perform detailed analysis of EMSO objectives tied to Universal Joint Tasks (UJTs) or Mission Essential Tasks (METs), Measures of Effectiveness (MOE), and Measures of Performance (MOP) to conduct research utilizing all available sources of classified and unclassified information and assess JEMSO readiness metrics• Facilitate effective and efficient execution of evaluation activities• Analyze collected evaluation data and reporting analysis results as requested in various forms to include tables, graphs, and figures• Be familiarity with modern data analysis and visualization tools and programming languages such as Python, R, Tableau, Databricks, Plotly, Envision, etc.

Qualifications

• Shall possess over twelve (12) years of demonstrated relevant experience with desired experience of more than fifteen (15) years in operations research and in the Essential Duties and Responsibilities detailed above.• Requires understanding of current service capabilities and tactics with knowledge of vulnerabilities in the presence of threat EW in order to make recommendations to service or joint tactics, weapon schools, or publications based on findings of JCER evaluations• Experience analyzing threat data and controlling receipt and dissemination of foreign intelligence information• Ability to evaluate emerging EMSO threats in order to present findings, conclusions, and recommendations based on evaluation results• Knowledge/experience as it pertains to the Joint Electromagnetic Spectrum Operations (JEMSO) mission. The specified venue in this task, and the focus for Joint Center for Electromagnetic Readiness (JCER) is to periodically evaluate service-level deployment certification events, or prerequisite training considered critical and mandatory prior to deployment to support a specific Geographic Combatant Command (GCC).• Demonstrated competency in writing and oral communication skills. • Travel: 30%• Must be a U.S. Citizen• An active DoD Top Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active Top Secret clearance with SCI eligibility upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements: Must possess a Bachelor's degree in a technical field such as mathematics, physics, engineering, or operational research; Preferably possess a Master of Science degree in a technical field such as mathematics, physics, engineering, or operational research equivalent

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret/SCI level. US Citizenship is a requirement for Top Secret clearance at this location.

Physical Demands: • Must be able to lift up to 15 pounds• Must be able to stand and walk for prolonged amounts of time• Must be able to twist, bend and squat periodically
