ELECTRONIC PUBLISHING TECH [$5K Sign On] (PANJ-21-0961-F): Bowhead seeks an Electronic Publishing Tech to join our team at Picatinny Arsenal, NJ. The contractor shall apply, develop and customize new graphics and publication applications (e.g. Extensible Markup Language (XML) Macros) in the generation of information and materials. This will include web-based manuals such as Interactive Electronic Technical Manuals (IETMs), IETMs with embedded 3D technologies, and Personal Digital Assistant (PDA)-based IETMs. The candidate shall introduce new techniques and improved software that will help to update the content and repair or update graphics. 3-D models and multimedia will be added to enhance the new IETMs ensuring clarity to the user of operation and maintenance of complex systems. Other responsibilities include: • Prepare and manage US Army Stylesheets and edit Extensible Stylesheet Language Transformations (XSLT) stylesheets in order to keep all publications compliant to the Military Standards (MIL-STDs) • Monitors the operation of assigned programs and responds to problems by diagnosing and correcting errors in logic and coding • Tests, documents work, writes and maintains operator instructions for assigned programs, and confers with other EDP personnel to obtain or provide factual data • Analyze present performance of the program and take action to correct deficiencies • Assist in the review and analysis of detailed program specifications, and in program design to meet changes in work processes Requirements • Bachelor's degree related to Computer Programming or Computer Science or a minimum of 10 years' experience relating to electronic publishing. • 7+ years' experience with a Publications Quality Assurance/Quality Control process. • 7+ years in-depth experience in the technical concepts, practices, and procedures relating to XML; common scripting languages such as JavaScript, HTML/XHTML/HTML5, and XSLT; Content Management; web-based document delivery systems; and XML Authoring and output processing. • Experience with US Army Stylesheets, Publication Standards and Processes. • Ability to communicate effectively with all levels of employees and outside contacts. • To receive and respond to instructions/assignments, must be able to read, write and speak English. • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team. SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
