Hourly Rate: $72 W2; $83 CTC/1099 Job Description: Notes: - Work is Remote for now but client expects to be back in the office mid-October. - Must have strong oral and written communications skills with the ability to effectively present to technical and non tech audiences - Must be able to perform under pressure while maintaining attention to detail - The Office of Homeland Security and Preparedness will conduct its own background check investigation in addition to the standard NJ Background check. This will take at least 2 weeks after candidate accepts the offer. JOB DESCRIPTION Provide cybersecurity risk management and support to agency partners. Serve as liaison for NJCCIC / NJOHSP to develop and implement an overall cybersecurity plan, including vendor security reviews and extending security planning and cybersecurity support to all counties in the State. This is the position that will deal directly with C level management, division of elections and county IT. Needs broad based IT skill set and the ability to speak with high level officials in a non IT manner but with a strong enough IT background to do control and risk assessments and interpret of systems that connect to elections and state systems. Must be a US Citizen GOALS Provide day-to-day support to the Division X for all cybersecurity functions. Ensure appropriate measures are identified and followed to provide security for the System X, including access by State, county and municipal users. Coordinate and assist the Division X in providing security awareness and support of System X and activities throughout the State. This includes ensuring data feeds, such as from other agencies, are secure and resilient, along with the security of systems. Guide security practices for any new systems or features being developed. Educate and guide county officials, along with the county IT support, to implement cybersecurity practices in specific county functions. Provide support for the ongoing development and maintenance of Continuity of Operations Plans for the Division X and the counties in the State. Complete the Cybersecurity Program Controls Assessments with all Counties. Coordinate with the OHSP Infrastructure Security Bureau to complete the Facility Assessments of specific offices in each County. Coordinate and provide overall support for large scale events involving State and County partners. Align resources in the State with local and federal partners in the preparation and planning for X. Identify and coordinate a command center approach to monitoring events, with alignment of resources and functions of each participating agency. Monitor specific pre-determined events and provide incident tracking and information sharing. Maintain Subject Matter Expertise of Information Security Policies and Best Practices Maintain SME knowledge base, and keep current of ever-expanding organizational, regulatory and statutory requirements related to cybersecurity and privacy by taking part in training opportunities and webinars for, the latest technical trends that will impact cyber activities. Establish and maintain communication channels with partners in order to assist with interpreting the latest changes in cyber policies and best practices. REQUIREMENTS: EDUCATION: Bachelor's Degree from an accredited college or university in information security, computer science, cybersecurity, or related areas of studies. EXPERIENCE: 5 years of experience involving information technology, cybersecurity, security assessments, risk management, and aligning cybersecurity strategy and tactics to an organization's mission. NOTE: A Master's degree in one of the areas listed above, or in Science, Technology, Engineering, or Math (STEM) or related areas of study may be substituted for one (1) year of experience. SPECIAL NOTE: Applicants will be required to undergo a law enforcement candidate background investigation and record review. LICENSE: Appointee will be required to possess a driver's license valid in New Jersey only if the operations of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. SPECIAL NOTE: Evidence of formal training in Cybersecurity, Information Assurance, or Information Technology received at an accredited institution and/or certifications addressing security and risk management, asset security, security engineering, communications and network security, identity and access management, security assessment and testing, security operations, software development security may be submitted with your application for evaluation and possible credit. These certifications will be examined to see how they relate to the required education, experience, knowledge, skills, and abilities for this position. Required Skills:

  • Experience with and knowledge of Security Policies, Standard security control frameworks, and security Best Practices (5 years)
  • Experience managing high profile information System Security Projects and security teams (5 years)
  • Experience developing, managing, and performing information security control assessments and/or system control audits (5 years)
  • Experience in performing technical and nontechnical risk and vulnerability assessments of relevant technology focus areas (5 years)
  • Experience Performing security reviews, identify gaps in sec architecture, and developing a security risk management plan and perform risk analysis (5 years)
  • Experience in the development, documentation and implementation of effective cybersecurity programs, incident response plans, continuity of ops plans (5 years)
  • Experience designing security practices for new systems or features being developed, making recommendations regarding the select of cost-eff. Controls (5 years)
  • Experience with communicating with multiple levels of an org or govt structure/hierarchy, including at the C Suite level (5 years)
  • Experience effectively presenting to technical and non tech audiences (5 years)
  • Experience performing under pressure while maintaining attention to detail (5 years)
  • Bachelor's Degree from an accredited college or university in information security, computer science, cybersecurity, or related areas of studies. (5 years)
