Crime Gun Intelligence Coordinator Level III Technician

PAE NSS is seeking a Crime Gun Intelligence Coordinator Level III to support active contracts in various CONUS locations. The position may require limited CONUS travel.

Description:

Crime Gun Intelligence Coordinators (CGICs) assist in the entry of evidence, quality control, site management, data analysis, and summarizing reports through ATF's National Integrated Ballistic Information Network (NIBIN) and the National Tracing Center (NTC). CGICs analyze crime gun intelligence for law enforcement agencies, but do not participate in criminal investigations. By utilizing crime gun intelligence, the CGIC assists in identifying armed violent criminals, members of violent gangs and criminal organizations who are involved in shootings, violent criminal activity, or crime gun trafficking which ATF and/or its State, local, and tribal partners may investigate.

Position Responsibilities:

This position requires the ability to apply experience and judgment in selecting procedures to be followed in searching, interpreting, selecting or coding items to be entered from a variety of document sources. Candidate must possess the skill and ability to analyze, summarize, report, and share information. At this level they are not expected to provide liaison support outside the office.
  • Conduct in-depth intelligence analysis and produce crime gun intelligence products.
  • Provide analytics and research specific to crime gun related violent crime.
  • Provide support with crime gun identification to provide accurate data for crime gun tracing.
  • Enter evidence into Integrated Ballistic Identification Systems (IBIS)
  • Perform image and correlation reviews.
  • Conduct comprehensive Crime Gun tracing.
  • Distribute unconfirmed hits.
  • Assist in site management, ensure timely entry and return of hits and traces.
  • Assist in quality control, ensure that ammunition casings are properly entered, and traces are properly conducted.
  • Coordinate collection of crime gun intelligence from partner agencies.
  • Bring additional agencies into the process of NIBIN and e-Trace.
  • Coordinate and conduct presentations and training to relevant partner law enforcement agency officials.
  • Provide IBIS training, if approved as a NIBIN authorized trainer (NAT).
  • Examine, operate and test fire firearms and ammunition following all safety procedures, if approved.
  • Utilize crime gun intelligence to identify crime gun offenders; merge NIBIN hits, tracing results, multiple sales, NICS and other intelligence to identify crime gun offenders.
  • Distribute crime gun intelligence to the proper authorities.
  • Coordinate and closely collaborate with ATF Field Divisions and its Federal, state and local partners.
  • Track and document the results of leads provided from crime gun intelligence.
  • Perform Site Surveys at ATF and NIBIN Partner sites as needed.
  • Provide liaison support outside the office as required.
  • Assist ATF Special Agents and NIBIN law enforcement partners concerning investigations involving one or more NIBIN leads.
  • Assist in debriefing undercover operatives, confidential informants, cooperating defendants, and witnesses to identify investigative leads.
  • Assist in the preparation of affidavits & written reports in support of Crime Gun Intelligence related investigations.
  • Assist in any judicial proceedings in support of Crime Gun Intelligence related investigations.
  • Assistance with NIBIN MROS Compliance and Audits.
  • Utilize NESS for daily entry of local RMS event information associated with ballistic evidence entered into NIBIN, review and triage results, and report on success stories.
  • Other duties may include all and/or some of the following:
    • Compile and analyze law enforcement offense/incident reports
    • Enter evidence into Integrated Ballistic Information Systems (IBIS)
    • Perform image and correlation reviews.
    • Conduct NIBIN hit analysis
    • Creation of link charts for investigative lead purposes
    • Compile all data necessary to provide ATF with actionable law enforcement investigative leads
    • Gather gun traces for entry into e-Trace
    • Enter, modify, update and retrieve data in various software applications.
    • Ensure data conformity with recognized procedures and protocols, including accuracy of trace information.
    • Conduct Trace Analysis of documented trends.
    • Facilitate the restoration of obliterated serial numbers and ensure that those firearms are traced
    • Analyze e-Trace data for crime gun trafficking

Position Qualifications:
  • Valid U.S. Driver's License
  • Must be able to obtain and maintain a U.S. Government issued security clearance
  • Must able to successfully complete the ATF clearance process
  • Must be willing to provide a DNA sample as part of employment screening
  • It is preferred that candidates have a minimum of five (5) years investigative experience with local, State, or Federal law enforcement. They must possess the ability to work with and coordinate the efforts of local, State, and Federal law enforcement; to plan and complete complex projects and present those plans and projects to a group; and to identify and overcome obstacles to those plans.
  • Bachelor's Degree from an accredited college or university, or possession of an equivalent combination of formal education, work experience and on the job training
  • Ability to work with and coordinate the efforts of local, State, and Federal law enforcement
  • Ability to analyze, summarize, report, and share information.
  • Working knowledge of Windows-based computer applications and software.
  • Must successfully pass the competency testing for acquisitions and correlations review after being trained to perform image and correlation reviews on NIBIN equipment
  • Occasional travel
