What You Will DoThis position will be filled at either the Program Manager 2 or Program Manager 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.Program Manager 2 ($112,000 - $186,700)LANL's Infrastructure Program and Planning Office (IPPO) is looking for a motivated and team-oriented candidate to join the Projects Program Office. This Program Office is responsible for obtaining and managing the funding for constructing the infrastructure that supports LANL's National Security mission. This position requires collaboration and partnering with Triad/LANL customers, IPPO leadership, Project Execution Offices (PEOs), and DOE/NNSA partners. In doing so, you will develop working relationships with internal LANL stakeholders, external stakeholders, and other federal customers. The selected candidate will engage in the projects within their assigned portfolio at a level of detail that will allow them to speak to current project status, challenges, and accomplishments, while also being able to understand and speak to the health of the overall infrastructure project portfolio from a higher level perspective. The Program Manager will be responsible for entering monthly project status and spend plan updates into G2, NA-90's project data tracking system, and populate G2 with new project information annually, with limited direction. Program Managers are responsible for crafting clear and intentional communications that manage expectations, convey accurate information, and enhance NA-90's trust in LANL to deliver on commitments.Specific duties include managing the scope of assigned programs, associated budgets, schedules, deliverables, and milestones. Work with finance representatives or project controls engineers to generate baseline change documentation, monthly project spend plans, and work packages as appropriate. Respond to emerging requests from NA-90 and other customers, as appropriate. Identify and assist with mitigation of risks associated with assigned portfolio as required. Perform or support special projects as requested by IPPO management.Program Manager 3 ($135,300 - $227,700)In addition to what was outlined at the lower level, a Program Manager 3 will provide leadership and overall management of an assigned infrastructure project portfolio without considerable direction. The Program Manager 3 will work within the Projects Program Office team to broker with customers and individual programs to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. The Program Manager 3 is expected to develop working relationships that span existing internal and/or external institutional missions. As these relationships progress, new opportunities, missions, and policies will present themselves.What You NeedMinimum Job Requirements:Program/Project Management:Working or advanced knowledge of program or project management, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.Leadership:

Collaboration:
Experience in developing and nurturing effective partner relationships.

Excellent communication skills as demonstrated by previous successful experience delivering presentations, written communications and reports, and facilitating discussions. Ability to adapt communication strategy to build trust, gain consensus, and resolve conflicts among various audiences.
Additional Job Requirements for Program Manager 3:In addition to the requirements outlined above, qualification at the higher level requires:Demonstrated experience problem solving, developing solution pathways, and determining the appropriate course of action through the critical thinking process.Previous experience effectively demonstrating planning, budgeting and reporting within a project portfolio.Education/Experience at Program Manager 2:Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.Education/Experience at Program Manager 3:Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.Desired Qualifications:
Knowledge of the NNSA Office of Infrastructure (NA-90)
Familiarity with LANL's cost model and funding sources
Specific knowledge of LANL facilities, programs, and projects
Demonstrated record of developing program management plans, five year budget plans, quarterly and annual deliverables
Financial acumen; Earned Value Management System (EVMS) analysis
Performance monitoring and control functions
A technical program background may lead to program management of a more technical portfolio of work
Experience in effective decision-making and creative problem solving

Work Location: The work location for this position is hybrid. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
