The Research Library at Los Alamos National Laboratory (LANL) delivers essential knowledge services in support of the Laboratory’s mission to solve national security challenges through scientific excellence. The LANL Global Security Intelligence and Emerging Threats (GS-IET) program office is seeking a Program Manager who will report directly to the GS-IET Program Director. In this position, you will leverage LANL capabilities in data sciences, computation, artificial intelligences and machine learning to provide technical and engineering solutions to address the U.S. Intelligence Community (IC) mission needs and requirements. This position will be filled at either Program Manager 3 or 4 level, depending on the skills and experience of the selected candidate.

PM 3 and 4 Duties: With knowledge of LANL Global Security Programs of U.S. Government IC programs of record, you will partner with multiple-line organizations, ensure on-time delivery of funded scopes, communicate program status with sponsors and engage with stakeholders from across the IC. You will also broadly communicate stakeholder needs and proposal opportunities to LANL organizations, engage in LANL forums to solicit, encourage and develop new and innovative technical solutions and mentor and provide guidance to proposal teams.

Additional PM 4 Duties:You will rapidly form multi-disciplinary teams to develop proposals, develop new environment for communication and serve as an integrating agent for high-level customers in the IC and within LANL. Additionally, you will use independent judgement to identify potential portfolio risks, integrate complex program work with other Laboratory priorities and commitments and serve as the representative of high-level external customers.

Requirements:
  • Bachelor’s degree in relevant field of science and engineering and 8 years of directly related technical and project management experience; advanced degree preferred (PM 3)
  • Bachelor’s degree in relevant field of science and engineering and 12 years of directly related technical and project management experience; advanced degree preferred (PM 4)
  • Detailed technical of state-of-the-art science and technology standards for data science, computation, artificial intelligence and machine learning
  • Extensive knowledge of the national security data sciences enterprise
  • Demonstrated experience in the execution of technical program resources planning and allocation and strategic planning
  • Ability to obtain and maintain a Q/SCI clearance
  • Demonstrated experience interacting with and briefing high-level external customers (PM 4)
  • Demonstrated ability to build and grow both internal and external organizational relationship and programs and effectively build teams from across the lab (PM 4)
  • Demonstrated experience in strategic planning, resource planning and allocation, setting objectives and meeting milestones (PM 4)

Desired Skills for PM 3 and 4:
  • Knowledge of data science, computation, artificial intelligence and machine learning programs and initiatives under the auspices of the Intelligence Community
  • Broad knowledge of LANL organizations and science and technology capabilities
  • Experience in managing personnel and conflict and negotiating agreements, delegating authority and building consensus within a team
  • Formal project management training
  • Change of Station (COS), Intergovernmental Personnel Act (IPA) or USG service experience
  • An active Q or DOD Top Secret Clearance
  • An active SCI clearance
