- The Office of Special Education, along with Office of Early Learning, STAC (System to Track and Account for Children) and Medicaid Unit, and Rate Setting Unit as well as IRS and Special Education Data Submission Subsystems within NYSED, provide oversight and accountability of core special education services, and ensure that students with disabilities are an integral part of all aspects of P-12 education policy development and program implementation.
