Summary Responsible for leading the planning and coordination of all capital and operating funded design, construction, and maintenance of all fixed assets of the railroad to ensure safe reliable operations in compliance with industry standards and regulatory compliance. Leads the analysis of asset condition, performance and failure data trending and service life evaluations to formulate near-term and long-term strategies for state of good repair and operational performance improvement. The position will have direct input in department resource planning for headcounts and budget needs for both capital and maintenance efforts and support the development of operation budget impacts (OBI). Oversee Engineering Operations and Operations Support, Vehicle Fleet Operations to assist in controlling the integration and facilitation of department activities with respect to daily operational needs. Leading and directing all material procurements, service contracts, procurement policies, procedures, and planning and overseeing an annual material budget of more than $60 million (projects & maintenance). This position will also support weather and extreme event policy development, planning, implementation, and execution. Responsibilities Responsibilities may include but are not limited to:

Lead a coordinated departmental and inter-discipline work planning process for maintenance and capital construction activities. Lead Engineering Operations track usage planning and reporting processes to provide increased awareness and relevant information to disciplines for better coordination.

Lead the analysis of asset condition, performance and failure data trending and service life evaluations to formulate near-term and long-term strategies for state of good repair and operational performance improvement across all disciplines. Provide statistical reports and operational analysis for the Engineering Department. Identify, analyze and provide recommendations pertaining to all critical business issues for the Engineering Department.

Support Engineering Department budget with headcount needs planning, development, and justifications based on coordinated work planning process for maintenance and capital and maintenance construction activities.

Represent the Department in all communication and coordination for all Engineering Department capital and maintenance activities with other LIRR operating departments, MTA Construction & Development (C&D), third parties and other stakeholders for successful implementation and support of the work.

Engineering department lead in developing the Engineering Department's 20-year needs assessment and strategy for capital program development.

Lead and provide guidance on all areas of fleet management, vehicle selection, procurement, operations, maintenance and disposal, DOT compliance/reporting, vehicle and equipment preventative maintenance programs and management section budget.

Provide direction and leadership to the Engineering Material Group for material administration. Provide strategy and planning to improve material management and material planning. Ensure procurement lead times are taken into consideration through advanced preparation. Implement and manage contract calendar for all contracts, with tracking when contract development needs to start to ensure timely arrival of material and services.

Serve as Primary Integrator for select “large scale complex infrastructure projects (operating or maintenance funded) projects” to ensure the projects are planned and coordinated to ensure timely and cost-efficient delivery with the least possible impacts to the operation.

Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

Perform other assignments as requested by Senior Management. Assist and support weather and extreme event policy development, planning, implementation, and execution.

Qualifications

Bachelor’s degree in Engineering/Business or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.

Must possess progressively responsible, professional management experience.

Extensive understanding of engineering principles as they apply to all Engineering disciplines.

Must possess and demonstrate an in-depth knowledge of the LIRR and Engineering Department operations.

Strong understanding of company/department operations, policies and procedures.

Incumbent must have the ability to lead and influence change with a considerable level of maturity and flexibility to successfully develop and motivate the organization and staff.

Working knowledge of union work rules preferably specific to the Engineering Department with experience managing within a complex unionized environment.

Project management skills with working knowledge of project scheduling and estimating.

Must possess superior planning, analytical, problem-solving skills.

Must be familiar with Engineering Asset Management principles and systems.

Experience in development of departmental budgets, headcount projections and production goals as they relate to each other.

Proficient computer skills with working knowledge of various Windows applications.

Experience with the procurement and management of large-scale inventory.

Strong business administrative skills to provide written reports and spreadsheet manipulations.

Ability to establish goals, deadlines, provide direction to staff and coordinate activities with other disciplines, departments and MTA agencies.

Must possess strong human relations, communication, interpersonal, problem solving and analytical decision-making skills.

Must demonstrate a high level of initiative, professional integrity, and demeanor.

Must be available during non-working hours and during emergencies to provide management support.

Preferred/Desirable Skills/Qualifications:

Master’s degree in related field.

Knowledge and understanding of the operations of a railroad.
