The Office of Technology and Innovation (OTI/DoITT) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

Job Description
  • Determine the unit's organization structure and develop strategies that enable it to fulfill the prioritized database build, automation and support requirements of the Agency;
  • Manage SQL staff and associated development activities, including, capacity planning, software planning, performance tuning, database and data security (including data encryption deployment where required) and database operations;
  • Address off-hours support planning, provide education for Technical DBA personnel, including maintaining current and future projected staffing levels, ensuring that project costs remain within scope, expectations and budget, work with team managers in addressing capacity growth and capacity planning, data protection and backup/recovery requirements.
  • Work with managers in the group to ensure staff is deployed to work on each project to meet critical milestones, review Database Runbooks that document database policies and procedures;
  • Address databases security across all supported environments to ensure data is secure and encrypted over the network (from the application server to/from the database server) as well as encrypting sensitive/PI data at rest within databases;
  • Drive the approach to consolidate databases on shared/virtual servers to make cost effective use of the databases licenses we own and have purchased, and to stay within licensing requirements while optimizing our investment;
  • Devise an effective 24x7 operational support model, advise management on matters of policy, procedure, and long-term strategy related to the use and application of the DOITT Database Platforms;
  • Work with the ITSM Change, Incident, Problem, Asset management tools in monitoring and assigning incidents/tasks to DBA staff and reviewing /approving change requests;
  • Participate in application/DB outage incidents during trouble shooting and provides solution and Root Cause Analyses;
  • Ensure license inventory is performed and accurate;
  • Make recommendations to upper management on licenses for new database software needs for targeted applications as needed; participate in discussions with databases software vendors to help negotiate discounts for the City of New York;
  • Participate in developing, designing, configuring and documenting database architecture; integration of the underlying infrastructure components such as Networking, Storage, and Hardware optimization;
  • Design and architect DBaaS solutions based on industry standards, such as tools and techniques with the understanding of Software Development Life Cycle;
  • Handle special projects and initiatives as assigned.

Preferred skills:
  • Deep understanding and knowledge of multiple database platforms and design and support tools, including non-SQL experience, such as MongoDB /Cassandra database platforms as well as emerging data technologies with an understanding of how-to adopt and apply new standards;
  • Knowledge of City of New York budgeting and purchasing is highly desirable;
  • Knowledge of working on cloud environments preferable AWS & AZURE and no-SQL databases preferably MongoDB, and other relational database like Oracle & MySQL will be an added advantage.

Qualification Requirements:
  • A Master’s degree in computer science or a related field and 1 year specialized database administration and development experience, including Database Administration, Data Modeling and Database Design, Testing; Technical Writing, and Version Control;
  • -or-
  • A BA/BS and 2 years specialized experience as described in “1” above.
  • -or-
  • A HS diploma and 2 years specialized experience as described in “1” above plus 4 years of information technology experience;
  • -or-4. Education and experience equivalent.
