A NYC government agency located in Queens (Long Island City), NY is looking for a Maven Project Manager with expertise in disease surveillance. The contract is currently set to last till the end of March 2022 with a high probability of becoming a multi-year engagement. The city agency seeks a motivated and dynamic Maven Project Manager to join its award-winning, innovative technology team in revolutionizing public health IT. The agency uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve agency's business operations. One Maven Project Manager is needed to join the agency Disease Surveillance and Electronic Health Records group in the agency IT department. The system has multiple electronic interfaces to receive clinical and provider data, including data from the Public Health Laboratory.

To be considered for this position, the client has advised that upon placement, consultants will be required to abide by NYC Executive Order 78 and 79, which states that consultants must wear a mask under certain circumstances, show proof of full vaccination or submit on a weekly basis proof of a negative COVID-19 PCR diagnostic test. Requirements and skills

  • 5+ years of experience in a role as IT project manager leading complex, enterprise-wide technical and/or business initiatives;
  • 5+ years of experience with managing SDLC Waterfall and/or Agile methodology projects;
  • 5+ years of experience in creating project management artifacts (project charter, project plan, timelines (MS Project or other project management software), requirements documents, project and resource planning, deployment plans, support plans, conversion plans;
  • 4+ years in gathering requirements, business analysis, use cases and creating functional requirements documents;
  • 3+ years of experience managing web-based applications especially .net and java web-based solutions using SQL Server 2008 and above;
  • 3 + years in vendor management;
  • Experience working with City of New York agencies is a plus but not mandatory;
  • Experience with programming in .net and/or java web-based applications is a plus but not mandatory;
  • PMP certification preferred but not mandatory;
  • Public health experience is a plus, but not mandatory.

Responsibilities

  • Conduct a core business analysis of operations and recommend the most appropriate IT solution(s);
  • Provide assistance and guidance through the IT Governance process to receive appropriate approvals for IT initiatives, including procuring vendor agreements (contract and RFP);
  • Provide project management and training for new and upgraded IT applications;
  • Provide Level 2 product support for all IT systems;
  • Recommend and implement Data Warehouse and reporting solutions (LogiXML); and
  • Conduct functional, performance, and security compliance tests for both DIITT-built and outsourced web applications, using various tools, such as HP Quality Center, HP Quick Test Professional, HP Load Runner, and IBM Rational AppScan.
  • Obtain expert level knowledge of Maven disease registry, case management and outbreak management systems used by the Bureaus of Communicable Diseases, Hepatitis, HIV, and Sexually Transmitted Infections, Tuberculosis Control, and Immunization, including system integration points
  • Become a subject matter expert on the business and technical operations of the systems, including understanding the technical aspects and operation of components that make up the systems and interface with them
  • Work with agency staff to properly capture issues and assist with resolution, ensure proper follow-up occurs and that all issues are resolved within an estimated timeframe
  • Collaborate and work with a matrix-based team of staff including program staff, development team, DBAs, network and security teams, vendors, and consultants
  • Develop operational and analytic reports using SQL and Excel to address quality control and quality assurance issues and ensure detection and resolution of data errors
  • Set up just-in-time training for new users
  • Ensure needed updates and enhancements are captured and communicated to project management
  • Investigate, prioritize, and follow-up on application bug fixes and issues
  • Maintain user access control
  • Assist with system deployments, upgrades, QA, and post-production support
  • Assist in application usage and other administrative actions within the application
  • Troubleshoot issues and manage production support
