Location: Midtown and other locations as required

Hours of Work: 9:00 AM -5:30 PM (7.5 hours/day) or as required

This position is eligible for telework which is currently two days per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY

The LPDC & 2 Broadway Data Center Facilities position is responsible for directing the following core functions: Data Center Facilities Management (Power, Cooling, Space Management, Fire Suppression, Cable Management, and Security. Also responsible in Planning, Forecasting, Testing, Space Allocation, Inventory Control, DC Access control, DC safety and compliance, Audit review and Compliance, the destruction and disposal of decommissioned equipment at the 2 Broadway NY, NY and NYC Transit Facilities including the Rail Control Center (Hell's kitchen, Manhattan, and Livingston Plaza (130 Livingston Street, Bklyn) Data Centers.

The LPDC & 2 Broadway Data Center Facilities position supports critical data center facilities, responsibilities include managing the day-to-day operation and maintenance of all the physical facility infrastructure systems in accordance with infrastructure best practices, policies and procedures. This position will provide guidance and support for the development of MTAs future Data Center or Data Vault, to be built in a location to be determined.

The LPDC & 2 Broadway Data Centers are a 24x7x365 operation that houses mission critical applications/systems in support of all seven (7) of the MTA agencies CORE business functions.

The LPDC & 2 Broadway Data Center Facilities position is responsible to enact the directives that will result in providing resiliency and highly availability, that align with the MTA's business strategies and goals to: 1) Improve Data Center efficiency, Improve service levels and availability, 2) Optimize the Data Center's hardware, software and facility assets to maximize physical space and hardware/software capacity and availability, 3) Design for flexibility to support changing business needs, 4) Consolidate thirty five (35) Data Centers from the seven (7) MTA Agencies into as few locations as are technically viable. 5) Increase the data centers' green footprint and 6) Optimize / lower the MTA's total cost of ownership.

RESPONSIBILITIES
  • Directs all aspects of operation, safety, security, disaster planning, forecasting and provisioning of resources within the data center theatre, including interfacing with location site building managers, owners, or landlords, utility companies, MTA Police, and local fire departments and law enforcement.
  • Develops long-range forecasting of space, power and cooling needs and will oversee the provision of power, including UPS and Generator systems where available.
  • Maintains and supports systems which monitor and control atmospheric conditions including cooling and filtration (HVAC); physical security including access logs, permissions and cameras (where applicable), and will work with Network Operations, EMD and other providers to provide LAN and other connectivity services including television, internet, telephone and other services as needed.
  • Develops operation and capital plans for the operation, maintenance and upgrade of all aspects of the physical plant. This includes the expansion of current facilities or the development of a new facility to serve as the MTA's "3rd Data Center" (an industry best practice), and/or development and operation of a Data Vault.
  • Coordinates with EMD, Network Operations, Applications and Server Support, as well as any other unit deemed to have business in the data centers, to assure the accessibility and supportability of all systems used by the MTA and its customers.
  • Manages all assets and devices installed in, and or removed from, all facilities (inventory control) in support of Enterprise Asset Management Directives and will be responsible for decommission, removal, disposal or destruction of retired equipment.
  • Responsible for any future data site development and for developing migration and decommissioning plans to reduce existing small facilities by migrating assets to larger data centers whenever possible.
  • Conducts testing all new and proposed systems, and for scheduled and unscheduled inspections of all aspects of their facilities; for periodic system testing of primary and redundant systems; for conducting planned drills and disaster recovery tests, and for operations plans for flood, winter weather and other emergencies.
  • Directs, develops, trains, and retains a highly skilled technical staff to perform all tasks of facilities management.
  • Assists in the evaluation and testing of systems to develop long-term, corporate-wide Data Center Operations technology needs and develops overall strategies in hardware acquisition and integration, which will ensure Data Center capacity, resiliency, stability, redundancy and availability to meet business demands.
  • Evaluates operational need of smaller data centers and suitability for reduction of sites for a lower Total Cost of Ownership (TCO) (Field Sphere) and assists in the relocation of smaller data centers and remote sites to larger facilities.
  • Ensures that industry best practices are followed in data center operations
  • Identifies key risk factors to the operation of the data center, including exposure to outside forces such as flood, fire, or loss of physical access due to weather. Develops plans to address and minimize those risks.

Desired Knowledge, Skills and Abilities
  • 3 years of Information Technology experience, with at least 3 years of IT Facilities managerial experience
  • Minimum of 3 years of demonstrated success and progressive experience in managing key functions of IT Facilities for a Transportation Company
  • Minimum of 3 years of direct leadership of IT infrastructure and operations for a large Transportation organization
  • 3 or more years of operations experience is essential, preferably in IT planning and supporting strategic business goals.
  • Knowledge of audit, legal and regulatory requirements pertaining to areas supervised.
  • Exceptional verbal/written/presentation communications skills.
  • Advanced organizational skill, with the ability to create redesign and/or integrate complex organizational systems.
  • Extensive financial/budgeting planning and management experience
  • Exceptional experience navigating through the politics of a large multi-tiered, multi-agency public sector organization.
  • Ability to easily adapt to the constantly changing needs and demands of the Business Departments
  • Exceptional relationship management skills to effectively shape strategic solutions with CIO, senior stakeholders and key suppliers.
  • Strong Change Management experience and delivery
  • Proven leadership and team development skills, developing high performing teams.
  • Extensive experience in IT architecture/technology planning and business operations, with a wide-ranging knowledge of technology information systems infrastructure and use, i.e., servers, storage, software, networks, data centers, facilities, power, cooling, personal computing and key suppliers in these areas
  • Extensive experience in Project/Program Management principles, standards with process drive and deliver Results.
  • Must be an Analytical and strategic thinker.

EDUCATION
  • A bachelor's degree in computer science, Business Administration, Engineering, Finance, or Information Services (or the equivalent of education and progressive responsible experience) plus a minimum of 10 years of Information Technology experience with at least 4 years of progressive IT managerial experience.
