Summary

The Manager, Monitoring Operations, will lead an Enterprise Monitoring (24/7/365) team responsible for monitoring and tracking the everyday Operations Health, Deployment, Maintenance, and Troubleshooting of data center and critical remote location environments throughout all the MTA Agencies their related business site throughout the Tri-State region. The Manager, Monitoring Operations will be responsible for planning, designing, supporting and developing escalation procedures for a rapidly growing IT infrastructure (see section 3.C. for full list) of 2,900+ servers, 30+ storage area networks (SAN), virtualization environment, facilities environment, IT security infrastructure, facilities physical security within 35 Data Centers. The Manager, Monitoring Operations also be will be responsible for ensuring the confidentiality, availability and integrity of our critical infrastructure, while providing industry leading support to both internal and external customers.

Responsibilities • Monitoring the following: Hardware (Servers, Storage, Backups), Software (OS, VMware, Middleware), Network ) Switches, Routers, SAN Fabric, Load Balancers), Critical Applications and Databases, Circuits (WAN, ISP), Environmental [Power (Provider feeds, UPSs, PDUs, Generators), Cooling (Temperature, Humidity, air conditioning units), Fire Suppression and Flooding], Physical Security (Card Swipe, Video cameras), • Vendor and contract supervision and tracking • Maintain and Enforce Standard Operating Procedures (SOP)

Enterprise Monitoring • Develops long-term, Enterprise Monitoring technology needs and develops overall strategies in software acquisition and integration, which will ensure Data Center capacity, resiliency, stability, redundancy and availability to meet business demands for the support of the seven (7) agencies • Designs escalations procedures in problem/outage situations, ensuring process and procedures are executed and notifications are sent in a timely manner. • Participates in Root Cause Analysis and corrective action and continuous improvement activities • Participates in selection of Data Center technologies and products. • Reports daily, weekly and monthly on operational performance to the DC Operations and IT leadership team • Defines and enforces Enterprise Monitoring design, deployment, management, and change standards for all production and non-production environments • Directs the evaluation, selection, implementation and maintenance of all Enterprise Monitoring systems, ensuring appropriate investment in strategic and operational systems • Identifies changes in trends in Monitoring technology with an emphasis on Data Centers Monitoring and provides responsive advice, counsel, and education to the DC Operation Support (DCOS) management • Communicates Monitoring plans, policies and technology trends to the DCOS as required • Maintains pertinent information required by management to make effective decisions. Ensures that the gathering, processing, distribution and use of this information occur in a timely, accurate and cost effective manner. • Provides advanced troubleshooting and proactive analysis of non-critical monitoring alerts • Evaluates alternatives for the enhancement or re-engineering of Monitoring in keeping with the needs and objectives of the organization • Participates in overall business planning bringing a current knowledge and future vision of Monitoring technology and systems as related to the company's goals • Enforces procedures to ensure the protection of enterprise solution and assets • Participates in an enterprise-wide IT Disaster Recovery Plan. • Manages Enterprise Monitoring assets and component lifecycles as well as provide vendor management to control costs and maintain contracts. • Maintains and ensures Monitoring Standard Operating Procedures are met and are in compliance with government regulations, and IT standards / best practices. • Participates in Change management, Incident management and problem management processes • Informs Change Management group of changes that may affect production • Responsible for the development, motivation, training and retention of a high performance team of professionals, conforming to budgetary objectives and Human Resources policy and programs. • Develops and maintains an appropriate organization structure capable of supporting the needs of the company through a consolidated cost-effective information technology. • Responsible for identifying, tracking and exploiting the enterprise's knowledge resources within the Monitoring Unit • Develops and tracks annual operating and capital budgets for the Monitoring Unit in relation to Enterprise Monitoring in a cost effective matter.

Qualifications

  • Minimum of 3-6 years of demonstrated success and progressive experience in managing key sub-functions of IT for a Transportation Company
  • 3 years of experience working in or with Data Centers (or other complex IT environments) is preferred.
  • Knowledge of information, Application Development technologies
  • Strong track record in design of hardware and software systems to meet the current and future needs of a complex transportation organization
  • Extensive knowledge of industry trends related to Data Center and related technologies
  • Excellent communications skills
  • Knowledge in organizational skill, with the ability to create, redesign and/or integrate complex organizational systems
  • Strong Change Management practices
  • Proven team development skills, developing high performing teams
  • Wide ranging knowledge of technology information systems infrastructure and use, i.e., servers, storage, software, networks, data centers, facilities, power, cooling.
  • Experience in Project/Program Management principles, standards with process drive and deliver Results
  • Experience managing activities with major technology suppliers such as Microsoft, IBM, HP, Dell, Verizon, Cisco, Avaya, Oracle/Sun, EMC, Symantec, etc.
  • Experience in Virtualization and SAN Technology
  • Experience in Storage technology
  • Experience in Monitoring Technology for multiple technologies
  • Knowledge of Data Center Operations and Hosting Services
  • Knowledge of Data Center Monitoring best practice
  • A satisfactory equivalent of education and progressive responsible experience.
  • Participates in Executive meetings when required by Chief Data Center Operations Office or Senior Management
  • Participates Executive meetings when required by Director of Data Center Operations Support
Education and Experience • A Bachelor's degree from an accredited college in Computer Science, Business Administration, Engineering, Finance, or Information Services (or the equivalent of education and progressive responsible experience) • A minimum of 10 years of Information Technology experience with at least 4 years of progressive IT managerial experience.
