VP - Program Manager for a

Full-Time position in a new Strategic & Regulatory Change (SRC) team which owns the end-to-end delivery of strategically important, large / complex initiatives and management of the overall Change-the-Bank (CTB) portfolio. The client has a

hybrid work model with the position located in

New York City. Candidates need to be able to commute to the bank a few times a week. SRC is organized into two main areas:

Portfolio Management & Strategic Planning - This covers portfolio delivery governance, investment governance and overall strategic change planning

Critical Initiative Delivery - Team of senior change professionals who own the end-to-end delivery of priority project / program initiatives, high value and/or regulatory in nature. Each initiative covers multiple bank regions, business groups, and products.

JOB RESPONSIBILITIES

: The candidate will report into the SRC Leadership team and will be responsible for managing medium to large size cross-functional projects/programs in a matrix environment working with BAs, PMs, system development leads, system architects, and business stakeholders at all levels of management.

The initial program assignment will be for Blockchain Efficiency for Accounting and Settlement Transformation to consolidate custodial accounts, each representing a bank legal entity utilized for clearing Treasuries, Agencies, Repos, MBS Pools, and Fixed Income Cash, into one clearing account and to streamline the associated operating model.

Key responsibilities include:
  • Implement governance structure including sponsorship, steering committee, working groups, roles and responsibilities, meeting frequencies, and status reporting with anticipated risks and issues
  • Lead meeting forums, - advance topic planning, scheduling, facilitating, and associated documentation
  • Document well-defined delivery plan with input from BAs, business stakeholders and IT identifying and correcting weaknesses and gaps
  • Develop plan monitoring procedures to identify slippage, conflicts, scope creep, and inter-dependency problems.
  • Ensure risks and issues are documented with options and recommendations with pros and cons for effective decision making
  • Identify and document current and target state business processes/narratives with stakeholders, BAs, IT, and vendor participants
  • Work with stakeholders, BAs, and IT to document business and functional requirements including use cases, discrete requirements, and a requirements traceability matrix
  • Document current and target state system context diagrams, data flow narratives and overall architecture; validate target state architecture aligns with industry best practices and principles
  • Conduct peer reviews with all stakeholders to agree requirements and design meet business and system objectives.
  • Present documented program status to the Steering Committee to communicate overall status, timeline views, risks, issues, decision needs, and budget forecasts effectively
  • Oversee and document test plan with all stakeholders including system integration testing, UAT test cases, cycle planning, test environment planning, static data setup, entry / exit criteria, regression testing, roles responsibilities, and signoff toll gates

SKILLS AND KNOWLEDGE REQUIRED:
  • At least 7 years managing medium to large cross-functional projects/programs within a financial institution with at least 10 years' overall experience
  • Solid understanding of project/program management principles, control processes and SDLC / agile processes
  • Front to back trade processing and associated business divisions included such as front office, operations, middle office, and finance
  • Operations processes including clearing, settlement, reconciliations, fails, exception management, cash management, custodial account arrangements, and depo / nostro account processing
  • Experience with Treasuries, Agencies, Repos, MBS pools, and Fixed Income products (other product categories such as Equities, FX, Rates, and derivatives are highly desired)
  • Excellent communication skills with ability to adapt approach to different levels of seniority
  • Experience working with technology and vendor teams to deliver complex solutions across multiple business areas, functions and locations
  • Track record of managing requirements, testing and delivery in a fast-paced environment
  • Leadership traits with strong viewpoints and consensus building skills
